Job Description – Program Coordinator

Job Summary:

The Homeless Outreach Program Coordinator must be committed to the mission and philosophy of the MPA Society, as well as the principles of Psychosocial Rehabilitation and harm reduction strategies. The role involves working within the MPA Resource Centre, which offers a safe community environment for socialization and peer support.

The program aims to foster resilience, provide outreach, assist in housing, coordinate referrals, connect clients to financial resources, and promote self-empowerment through various supports, advocacy, and life skills training.

The Coordinator will oversee daily operations of the Homeless Outreach program and supervise Outreach Workers.

Functions & Responsibilities:

  1. Conduct participant intakes through interviews and collaboration with outside service providers to determine eligibility, especially for clients not yet connected to mental health services or supported housing.
  2. Coordinate staff activities, including assigning work, providing feedback, identifying training needs, onboarding new staff, and managing attendance.
  3. Participate in case management and planning with clients and healthcare providers by gathering information, documenting needs, and supporting client goals.
  4. Develop and oversee implementation of outreach programming in consultation with the Manager.
  5. Assist in staff recruitment, including reviewing applications and participating in interviews.
  6. Attend staff meetings to share information and assess individual and program needs.
  7. Advocate for clients in areas like landlord disputes, financial aid, mental health, and housing, including accompanying clients to appointments.
  8. Identify and provide information on community resources that meet client needs, including long-term mental health services.
  9. Assist in budget preparation, monitor expenditures, and maintain financial records.
  10. Maintain records such as care plans, progress reports, and logs.
  11. Provide medication support per policy.
  12. Handle client feedback, inquiries, and complaints appropriately.
  13. Guide clients, volunteers, and practicum students as needed.
  14. Perform functions of Homeless Outreach Worker and Resource Centre Mental Health Worker as required.
  15. Perform other duties as assigned.

Education, Training & Experience:

  1. B.A. in Behavioral Science or Diploma in Community Social Service – Mental Health preferred.
  2. At least three years’ experience in a similar mental health setting with responsibilities such as crisis intervention, case planning, and support.
  3. Three years’ experience working with individuals at risk of homelessness or with mental illness, demonstrating advocacy and empowerment skills.
  4. Leadership training and two years’ team leadership experience, including motivating and coaching staff.
  5. Experience monitoring and evaluating programs and prioritizing services.
  6. Extensive knowledge of psychosocial rehabilitation, individual service planning, and life skills training.
  7. Knowledge of concurrent disorders and harm reduction principles.
  8. Satisfactory criminal record check.
  9. Current First Aid, CPR, and NVCI certifications.
  10. Class 5 BC Driver’s License; access to a reliable vehicle is an asset.

  3. Understanding of psychosocial rehabilitation and concurrent disorders.
  4. Familiarity with Vancouver rental market and housing resources.

  7. Ability to build rapport with clients, staff, landlords, and service providers.
  8. Ability to observe and respond to client changes.
  9. Proficiency with computer technology and data entry.
  10. Instructional, analytical, and problem-solving skills.
  11. Physical capacity to perform job duties.
  12. Home management, conflict resolution, crisis intervention, and advocacy skills.
