Operating under the authority of the Minister of National Defence and on behalf of the Chief of the Defence Staff, CFMWS is a trusted partner within the Defence enterprise. Employing over 4,000 staff as 'Staff of the Non-Public Funds, Canadian Forces,' we collaborate closely with DND and other government entities to advance national security and Defence objectives.
The Chief Human Resources Officer (CHRO) is a key member of CFMWS's senior executive team, providing strategic leadership across all HR functions, including workforce planning, performance management, employee and labour relations, and compliance. The CHRO fosters a high-performance, ethical organizational culture, oversees HR services and programs, leads change initiatives, and ensures alignment with organizational goals. Responsibilities also include representing CFMWS in labour negotiations, managing pay and benefits administration—including a defined benefit pension—developing multi-year workforce strategies, and spearheading HR transformation through the implementation of a Human Capital Management (HCM) System.
Leading an HR team of nearly 100 professionals, the ideal candidate is an experienced HR leader with extensive experience in managing comprehensive HR programs and large-scale transformations. They are a collaborative, consultative leader with deep knowledge of HR strategies, employment law, collective bargaining, governance, workforce planning, policy development, and conflict resolution. The CHRO will have the opportunity to lead HR operational transformation during the rollout of a new HCM system. Strong business acumen, data-driven decision-making skills, and an understanding of how to leverage HR analytics are essential.
