Job summary

Lee County Data Processing is seeking a CQI Specialist to monitor, train, and provide technical assistance to county child protective services programs. The role includes improving programs, directing the CQI process, reviewing data and performance metrics, and building professional relationships to improve outcomes for families.

The incumbent will develop standards, training, and review processes to ensure federal, state and local program requirements are met in Child Welfare.

Qualifications

• Master’s degree in social work with 2+ years of related experience, or a Bachelor’s degree in social work with 3+ years.
• Equivalent combinations of education and substantial experience in social work are acceptable.
• A combination of education and considerable experience as a Social Worker in CPS is preferred.

Primary Purpose of the Organizational Unit

This position is assigned to the Family & Children’s Unit. The purpose of this unit is to protect children from abuse, neglect, and dependency by stabilizing the family and assisting parents in becoming more adequate in their parenting role.

The unit is composed of five areas of responsibility: (1) Protective Services receives and investigates allegations/referrals of children believed to be abused, neglected, and/or dependent because of inadequate parental protection and/or unusual, excessive, or inappropriate discipline or behavior; (2) In-Home Services continues to work with families whose allegations were founded by Protective Services assessment and whose children remain in the home around creating safe environments for the children; (3) Foster Care/Placement provides temporary placement for children who have been removed from their homes through court intervention due to abuse, neglect and/or dependency; (4) Foster Home Licensing/Training seeks families to provide temporary family care for children who have been removed from their homes because of living conditions which are injurious to the welfare of the child(ren); (5) Adoption provides permanency for children.

Description of Work

The primary purpose of this position is to monitor, train, and provide or arrange technical assistance to the county child protective services programs. In addition, this position will be responsible for working with the county in improving their program and directing the CQI process, consultation, review of records, review of data related to performance measures and other metrics, and building professional relationships to improve outcomes for adults, children, and families. The CQI Specialist will have responsibility to carry out comprehensive quality assurance monitoring through the development of standards, training, and review processes to ensure that the agency is meeting federal, state and local programmatic requirements in Child Welfare. Performs responsible professional and technical work planning, managing, directing, coordinating, and supervising the continuous quality improvement efforts of staff who work in Child Welfare Services. Utilize county specific and regional data regarding program performance measures to identify areas of deficiency or non-compliance and develop a continuous quality improvement plan. This position performs supervision to staff during On-Call for after-hours, weekends and holiday coverage for CPS and disaster related duties and shelter openings.

Knowledge, Skills And Abilities / Competencies

The ideal candidate will demonstrate thorough knowledge of social work administration and supervision, including the methods and principles that guide effective practice. They should have the ability to assess and evaluate training needs at both the individual and unit levels. Strong knowledge of laws, regulations, and policies governing child welfare services is essential, along with a solid understanding of community resources and partnering agencies. The candidate must also possess considerable expertise in social work principles and methods and their application to casework and community challenges. Additionally, this role requires the ability to effectively supervise and train social work staff, supporting them in developing and strengthening their professional skills.

Minimum Education And Experience Requirements

Master’s degree in social work from an appropriately accredited institution and 2 years of directly related experience; or a bachelor’s degree in social work from an appropriately accredited institution and three years of directly related experience; or a master’s degree in a human services field from an appropriately accredited institution and three years of directly related experience; or a bachelor’s degree in a human services field from an appropriately accredited institution and four years of directly related experience; or a bachelor’s degree from an appropriately accredited institution and five years of directly related experience; or an equivalent combination of education and experience. A combination of education and considerable experience as a Social Worker in Child Protective Services preferred.

Special Requirements

Valid driver’s license in the state of North Carolina.

NC SBI Electronic Fingerprinting, Criminal History Background Check , and re-employment drug testing are required prior to employment.
