Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. What will I be doing?

• Provide strategic advice to the VP, and senior executives on organizational priorities, business direction, and transit initiatives.
• Lead divisional strategy development and execution, ensuring priorities align with enterprise goals and Rapid Transit objectives.
• Oversee RT business operations and portfolio management, including planning, reporting, governance, and performance monitoring.
• Manage executive governance processes, including board materials, executive briefings, reports, presentations, and decision-making forums.
• Lead stakeholder and government relations, acting as the primary liaison with Metrolinx partners (CEO and COO offices), municipalities, MTO, Treasury Board, Infrastructure Ontario, and other key stakeholders.
• Drive communications and change management initiatives, ensuring clear messaging, organizational alignment, and successful implementation of strategic priorities.
• Lead and develop multidisciplinary teams, providing direction, coaching, performance management, workforce planning, and fostering a high-performing culture.

What Skills and Qualifications Do I Need?

• Business Degree or a combination of education, training and experience deemed equivalent
• Demonstrated years’ progressively responsible strategic leadership experience in thepublic sector, including experience developing strategic operational policy and planning strategies in a public sector environment.
• Familiarity with relevant legislation (e.g., Metrolinx Act, Planning Act, Municipal Act) is an asset.
• Knowledge of leadership, strategic policy, and operational planning to support business initiatives.
• Strong relationship management skills with internal and external stakeholders.
• Experience developing collaborative solutions with diverse stakeholders to support project planning and delivery.
• Excellent writing skills for senior management briefs, presentations, strategy documents, and reports.
• Strong verbal communication and stakeholder consultation skills.
• Political acuity to assess organizational impacts, manage sensitive information, and navigate decision-making environments.
• Understanding of governance, partnerships, and decision-making best practices.
• Ability to identify strategic opportunities and risks and take proactive action.
