Job Description
As Director, Projects Procurement, you will be responsible for the effective sourcing and procurement of major equipment and subcontracting activities for Davie’s shipbuilding, ship repair, and ship conversion programs, which represents up to 50% of the cost of goods sold. This includes the management of a portfolio of major equipment like engines, generators, power systems, navigation systems, bridge systems, major subassemblies and other technically complex, highly engineered products or equipment. Their value and impact on Davie’s project delivery are significant, requiring highly sophisticated and comprehensive contracting and subcontracting capabilities. More specifically, you will:
- Develop and implement a strategy for the sourcing, procurement and contracting of major equipment and technical services in support of Davie’s shipbuilding and repair programs.
- Collaborate with the Contract Management Office and Legal Department to ensure prime contract terms and program procurement strategies are implemented and effectively executed in line with program procurement requirements.
- Negotiate and diligently manage a portfolio of sophisticated commercial agreements.
- Create, develop, and lead a highly competent, well-rounded subcontract and procurement functional organization.
- Lead major procurement activities while ensuring high levels of governance are applied to all activities undertaken.
- Identify and implement change management activities to strengthen the technical procurement and subcontracting management processes within the corporate management system, in strict collaboration with various internal stakeholders’ groups.
- Provide functional commercial expertise to the department in the acquisition, negotiation and execution of major technical procurement and service contracts, ensuring contracts and statement of work (SoW) align with the respective prime contracts.
- Manage program procurement budgets, ensuring best-value procurement solutions are provided.
- Lead and manage project procurement planning and external verification activities, such as quality inspections, factory acceptance, etc.
- Actively lead supplier relationships and performance assessment and reviews for Tier 1 suppliers.
- Support integration of technical procurement activities into the company’s digitalization program.
- Implement a cycle of continuous improvement in all procurement and contract negotiation activities.
Qualifications
- Bachelor’s degree in supply chain management, business administration, or an equivalent in a related discipline.
- More than ten (10) years of relevant experience in the procurement of complex equipment packages and subcontracts in the marine, aerospace, mining, transportation, and heavy engineering industries (or equivalent).
- More than ten (10) years of relevant experience in a senior leadership position, developing and improving processes and employees within their group/department.
- More than fifteen (15) years of relevant industrial experience in related fields.
- Extensive experience leading major technical and program procurement initiatives and portfolios, including with international suppliers, preferably with a combined value of over $1 billion and individual contract values in excess of $50 million.
- Experience in developing program procurement strategies to reflect the nature of long timescale program activities.
- Extensive expertise in subcontract negotiation and management, procurement, supply chain development, collaboration, risk management and compliance.
- Knowledge of regulations, industry standards and best practices applicable to shipyard or heavy engineering operations is desirable.
- Excellent communication and leadership skills, with solid team-building qualities.
- Strong interpersonal skills and ability to work with individuals at all levels of the organization.
- Bilingual (French and English). Proficiency in English is required for this position, as the incumbent will be required to interact with our English-speaking clients, partners, and suppliers.
