The Director, Health, Safety & Security (HSS) is responsible for ensuring that all aspects of health, safety, and security are implemented effectively across both the operations and projects teams at the Mary River Project mine site and corporate offices. Working closely with both the Site General Manager, Project Director and corporate HSES leadership, this role is critical in aligning health and safety standards across site activities, ensuring consistency, and fostering a culture of safety-first in one of Canada’s most challenging and dynamic mining environments.

This leadership position is key in coordinating between capital projects and ongoing operations, ensuring that HSS programs are proactively managed, compliant with the Nunavut Mines Act and related regulations, and embedded into all phases of planning and execution.

The Director is accountable for the corporate HSS strategy and for developing and implementing the associated systems, plans, policies, programs, standards and procedures. The Director drives Baffinland’s HSS initiatives that align to and support achievement of corporate goals and objectives to continually improve performance. The Director plans, organizes, directs and monitors all operations and projects to ensure that fit for purpose HSS practices are implemented, managed and audited.

Main Accountabilities

Site Leadership and Coordination

  • Lead the site HSS team and ensure effective integration of safety and security programs across both operations and project activities.
  • Act as the central point of coordination for HSS between the Projects group and Operations to ensure alignment, consistency, and compliance.

Health & Safety Compliance and Risk Management

  • Ensure compliance with all applicable territorial and federal health and safety laws, including the Nunavut Mines Act/Regulations.
  • Conduct and oversee regular audits, inspections, and risk assessments.
  • Implement and maintain a risk-based safety management system tailored to the operational and project risks present at the site.
  • Monitors compliance to all HSS regulations through assessment and auditing.
  • Ensures infrastructure is in place (systems, processes, resources) for the delivery of fit for purpose HSS programs.
  • Accountable to develop annual HSS corporate goals, plans, key strategic objectives and continuous improvement projects.
  • Develop, implement and manage Risk Management Policies, Standards, Procedures and toolkits to provide a quality system for risk management activities
  • Integrate sound risk management principles into the company’s culture and ensure that risk understanding and tolerance are an integral part of all decision-making

Security Management

  • Develop and maintain security procedures to protect people, assets, and infrastructure in coordination with corporate security policies.
  • Oversee contracted security personnel and ensure compliance with relevant regulatory and internal standards.

Project Integration and Oversight

  • Support safe execution of project work including construction, commissioning, and handover activities.
  • Ensure that project contractors adhere to site HSS protocols and standards from onboarding through demobilization.
  • Align project-specific HSS documentation, training, and emergency response with site-wide practices.

Emergency Response and Crisis Preparedness

  • Lead the development, testing, and continuous improvement of site-level emergency response and crisis management plans.
  • Ensure personnel are trained and equipped to respond to incidents including medical emergencies, environmental spills, and security threats.

Training and Workforce Engagement

  • Oversee HSS training programs, ensuring all site personnel (employees and contractors) are competent and compliant.
  • Promote a culture of safety through engagement initiatives, toolbox talks, safety campaigns, and continuous improvement.

Incident Management and Continuous Improvement

  • Lead or support serious incident investigations, root cause analysis, and implementation of corrective actions.
  • Monitor trends and develop site-specific KPIs, reports, and performance improvement plans.
  • Ensures that all worker claims and workers’ compensation matters are managed according to applicable federal, provincial or state regulations, as well as corporate standards and policies.
  • Oversees investigation and/or assessment of any serious incidents and ensures protocols in place to mitigate against recurrence.

Stakeholder and Regulatory Engagement

  • Act as the key point of contact for regulatory inspections and external audits related to HSS.
  • Participate in external committees, Indigenous community safety dialogues, and other relevant forums as required.

Budgeting and Resource Management

  • Develop and manage the annual HSS site budget including staffing, training, emergency preparedness, and equipment.

Working Conditions

  • This position is based in the corporate office with expectation of frequent visits to the mine site.
  • Exposure to extreme weather conditions, remote working environment, and high operational tempo.
  • On-call responsibilities for emergencies or critical incident response.

Main Qualifications

Education

  • Diploma from a vocational institution in Environmental Science, Enterprise Risk Management, Asset and People Protection is an asset
  • Bachelor’s degree in Industrial OH&S

Experience

  • Minimum fifteen (15)years of experience in an Industrial setting – preferably mining and construction
  • Experienced in developing and implementing training programs from conception to completion
  • Strong experience working in remote, cold-weather, or Indigenous communities is preferred.
  • Demonstrated experience in managing both operational and project-based safety programs.
  • Sound knowledge of Canadian and Nunavut-specific mining safety regulations.
  • Certified CRSP, CSP, or similar professional designation considered an asset.
  • Proven leadership, communication, and coaching skills in a multicultural environment.
  • Experience with aviation or marine safety oversight is considered an asset.
