Job summary

Victoria University seeks a strategic Director, Campus Operations to lead facilities operations, infrastructure management, and sustainability across the campus. You will oversee asset lifecycle, capital renewal planning, and energy management while aligning with institutional priorities and safety standards.

You will manage operating budgets, coordinate with Planning & Development, and build a high-performing team focused on reliability, resilience, and service excellence.

Qualifications

• Undergraduate degree in Engineering, Architecture, Building Science, Environmental Studies, Facilities Management, or another related discipline.
• Registration as a Professional Engineer (P.Eng.) in Ontario or Architect (O.A.A) in Ontario is required.
• Certifications such as CFM, FMP, CEM, LEED AP, PMP, or equivalent are assets.
• Graduate degree in a related field is considered an asset.
• Advanced qualifications in asset management, sustainability, energy management, or project management are assets.
• Training/certification in health and safety or environmental management is asset.

Responsibilities

• Provide strategic and operational leadership for stewardship, renewal and sustainability of buildings, infrastructure, utilities, grounds and assets.
• Lead facilities operations, infrastructure and asset management, capital renewal planning and sustainability initiatives.

Annualized Salary: Target hiring range: $119,742.20 to 149,675.00
Type of Appointment: Full-time, Continuing/Permanent

POSITION SUMMARY

Reporting to the Associate CAO, Infrastructure, Sustainability and Capital Planning, the Director, Campus Operations provides strategic and operational leadership for the stewardship, performance, renewal and sustainability of the University's buildings, infrastructure, utilities, grounds and physical assets. The position ensures the University's physical environment is safe, reliable, sustainable and responsive to current and future institutional needs.

The Director leads facilities operations, infrastructure and asset management, capital renewal planning and sustainability initiatives, including energy management, decarbonization, climate resilience and environmental stewardship. Informed by asset condition, deferred maintenance, operational risk and institutional priorities, the Director establishes long-term lifecycle strategies and advises senior leadership on renewal priorities, resource requirements and capital planning decisions.

The Director oversees building operations and maintenance, utilities, grounds and campus infrastructure, ensuring compliance with applicable legislation, regulatory requirements, health and safety standards and University policies.

Working closely with Capital Planning & Development, the position provides operational and technical expertise throughout the planning, design, construction and commissioning of capital projects and ensures their effective transition into ongoing operations.

The position is accountable for the portfolio’s financial and resource management, including operating budgets, capital renewal forecasts, business cases and initiatives to improve service delivery and lifecycle value. The Director leads teams responsible for facilities operations, infrastructure, maintenance, grounds and sustainability, oversees workforce planning, staff development and employee and labour relations and builds organizational capacity while fostering a collaborative, service-oriented and accountable culture.

As a senior leader, the Director builds effective relationships across the University and with consultants, contractors, regulatory authorities and other stakeholders, and represents the University on matters related to infrastructure, asset management, facilities operations and sustainability.

QUALIFICATIONS:

Education

• Undergraduate degree in Engineering, Architecture, Building Science, Environmental Studies, Facilities Management, or another related discipline.
• Registration as a Professional Engineer (P.Eng.) in the Province of Ontario or Architect (O.A.A) in the Province of Ontario
• Certified Facility Manager (CFM), Facility Management Professional (FMP), Certified Energy Manager (CEM), LEED Accredited Professional (LEED AP), Project Management Professional (PMP), or equivalent.
• Graduate degree in a related field is considered an asset.
• Advanced qualifications in asset management, sustainability, energy management, infrastructure management, project management, or business administration are considered an asset.
• Training and certification related to occupational health and safety, environmental management, or regulatory compliance is considered an asset.

Work Experience

• Minimum 10 years of senior experience in infrastructure management, asset management, facilities operations, sustainability, capital planning, or a related field.
• Minimum 5 years of leadership experience managing multidisciplinary teams and complex operations.
• Experience overseeing infrastructure, utilities, building systems, maintenance programs, and asset renewal initiatives.
• Experience developing and managing operating budgets, capital renewal plans, and long-term infrastructure strategies.
• Experience in a post-secondary, or similarly complex institutional environment is preferred.
• Experience working in a unionized environment is an asset.
