Work Arrangements:

  • Due to the nature of the work and operational requirements, this position is eligible for a hybrid work arrangement (combination of working onsite and telework). Employees in this position who telework will be required to travel to the identified work site at least four times per week or a minimum of 80% of their regular work schedule at their own expense.

The Role

Help bring research to life and drive your career forward with the National Research Council of Canada (NRC), Canada's premiere research and technology organization.

We are looking for an experienced, vibrant and dynamic Director General for the Office of Audit and Evaluation. The Director General would be someone who shares our core values of impact, accountability, leadership, integrity and collaboration.

The Office of Audit and Evaluation offers independent, evidence-based assurance and strategic advice to the President, the Departmental Audit Committee, the Performance Measurement and Evaluation Committee, and NRC senior management. With well-established internal audit and evaluation functions, the office plays a critical role in providing credible and objective information that supports effective decision-making in program management, expenditure oversight, and resource allocation. It also ensures that expected results and outcomes are being achieved.

To fulfill its mission, the NRC is seeking a seasoned Director General to lead the Audit and Evaluation functions. Reporting to the President, the Director General will provide both strategic and operational leadership, including overseeing annual evaluation and audit planning, managing financial and human resources, and directing evaluation, assurance and advisory projects.

Screening Criteria

Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates:

Education

An undergraduate degree from a recognized university with an acceptable specialization in a discipline relevant to the position (such as but not limited to business administration, public administration, commerce and economics).

An accounting or internal audit designation such as Chartered Professional Accountant (CPA) or Certified Internal Auditor (CIA) or, in the case of evaluation, Credentialed Evaluator (CE) would be considered an asset.

  • Significant and recent experience leading a team of audit, evaluation or other related corporate function professionals.
  • Significant and recent experience managing human and financial resources in a federal government organization including managing people in a participative and team-oriented environment, budget management, and project management.
  • Extensive and recent experience leading all phases of evaluation and / or internal audit projects (planning, conducting, reporting and follow-up) would be considered an asset.
  • Significant experience providing strategic advice and briefings in an evaluation, audit or other corporate functions context to senior management (Deputy Ministers, Director Generals and above or equivalent) and senior governance committees.
  • Recent experience developing and maintaining effective working relationships with internal and external stakeholders, including central agencies and other government departments and agencies
  • Extensive experience at the executive level in audit, evaluation or other corporate functions.
Condition of Employment


A thorough security clearance process will be applied.

For a Secret Clearance, verification of background information over a period of 10 years is required. Individuals must have lived in Canada for a sufficient period of time to enable the security screening process.

Language Requirements

Candidates will be assessed on the basis of the following criteria:

Extensive knowledge of audit, evaluation or other related corporate functions (ie. risk assessment and performance measurement) principles, approaches, designs and methods.
Extensive knowledge of the fields of audit, evaluation or performance management within the federal government context and relevant policies and policy instruments.
Knowledge of the current and emerging trends, initiatives, and issues related to audit, evaluation and performance management.
Ability to work under pressure, to manage priorities with limited resources to achieve multiple and changing objectives and to handle several tasks at once and meet deadlines.
Knowledge of the National Research Council, its mandate and strategic objectives.
Sound knowledge of senior governance committees.
