The Public Health Agency of Canada (PHAC) is searching for a seasoned and dynamic leader to join our senior management ranks as the next Chief Audit and Evaluation Executive.

The Office of Audit and Evaluation (OAE) is a shared service provided under the Shared Services Partnership. The mandate of the OAE is to provide independent and objective advice and assurance to the President of PHAC and the Deputy Minister of Health Canada (HC), on the effectiveness of risk management, controls, and governance processes.

As the Chief Audit and Evaluation Executive, you will play a critical role in the management and oversight of PHAC and HC by:

1. Anticipating, assessing, and advising on a range of emerging risks of an operational and strategic nature faced by the department or agency and the Government of Canada as a whole;
2. Planning and directing oversight and assessment activities that respond to these risks and opportunities, providing management with timely and relevant information to support strategic decision-making and continuous improvement;
3. Managing a diverse, service-oriented, and multidisciplinary team that provides value-added solutions to various clients.

Reporting directly to the most senior public servant, you will contribute through counsel and tailored services to enhance management practices that underpin departmental success and results. You will also collaborate with Departmental Audit Committees and the Office of the Comptroller General to build and maintain an innovative, high-performing internal audit function capable of providing fearless advice and challenge to the Senior Executive Committee, supporting good governance.

Le Bureau de l'audit et de l'évaluation (BAE) est un service partagé offert dans le cadre du Partenariat de services partagés. Le mandat du BAE est de fournir une assurance indépendante et objective, ainsi que des conseils à la présidente de l’ASPC et au sous-ministre de Santé Canada (SC), sur l’efficacité des processus de gestion des risques, de contrôle et de gouvernance.

En tant que dirigeant(e) principal(e) de l’audit et de l’évaluation, vous jouerez un rôle essentiel dans la gestion et la surveillance de l’ASPC et de SC en :

1. Anticipant, évaluant, et en offrant des conseils sur un éventail de risques émergents de nature opérationnelle et stratégique auxquels sont confrontés le ministère ou l'agence et le gouvernement du Canada dans son ensemble;
2. Planifiant et dirigeant une gamme d'activités d'assurance et de conseil répondant à ces risques et opportunités, en fournissant à la direction la bonne information au bon moment pour soutenir la prise de décisions stratégiques et l'amélioration continue;
3. Gérant une équipe diversifiée, pluridisciplinaire, et axée sur le service, fournissant une assurance à valeur ajoutée à divers clients;
4. Relevant directement du plus haut fonctionnaire de l’organisation, en contribuant par ses conseils et la prestation de services sur mesure à l’amélioration des pratiques de gestion soutenant le succès et les résultats du ministère;
5. Travaillant en collaboration avec les comités ministériels d’audit et le Bureau du contrôleur général pour établir et maintenir une fonction d’audit interne innovante et performante, capable de fournir des conseils audacieux et une analyse critique au Comité de haute direction, en soutien à une bonne gouvernance.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications):

• Education: Graduation with a degree from a recognized post-secondary institution
• Experience: 1) Significant experience at a senior executive level (or equivalent in the private sector) providing strategic advice on complex issues; 2) Significant experience in developing and implementing strategic plans for internal audit, evaluation, or program reviews in a complex environment; 3) Significant experience in stakeholder relationship management; 4) Significant experience managing human and financial resources.
