Job summary

Shared Health in Winnipeg is seeking a Digital Systems Analyst to lead system analysis, data management, policy development, and integration enhancements for province-wide interoperability. Qualifications

  • Minimum of five (5) years’ experience in a health information services environment with a focus on analysis, data management and the promotion of data quality and integrity.
  • Proven experience in business and systems analysis, including requirements gathering, workflow mapping and stakeholder engagement for health systems.
  • Demonstrated ability to analyze complex datasets, identify anomalies, and recommend corrective actions.
  • Experience assisting with system process improvement, policy development, data governance frameworks and translating efficiencies and opportunities back to the business.
  • Proficiency in SQL, reporting tools (e.g., Cognos, Business Objects) and data visualization for decision support.
  • Experience with HL7, FHIR and other healthcare interoperability standards.

Responsibilities

  • The Digital Systems Analyst will perform system analysis, data management, policy/process development, and application integrations and enhancements related to integration and interoperability.
  • Must be able to work independently with minimal direction and maintain confidentiality, accuracy, and initiative; frequent stakeholder contact and possible travel within the province.
  • Translate business needs into technical specifications and provide recommendations for improving data flows and system interoperability.

Shared Health leads the planning and coordinates the integration of patient-centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

Position Overview

Health system integration is a critical concept for improving care quality, efficiency and patient outcomes. Digital Shared Services is responsible for ensuring that these complex system integrations involving source and recipient (downstream) systems are seamless, standardized and efficient across all provincial platforms and organizations.

The Digital Systems Analyst will be responsible for system analysis, data management, policy/process development, and application integrations and enhancements as it relates to integration and interoperability.

The incumbent must be able to work independently with minimal direction and must demonstrate confidentiality, accuracy, flexibility and initiative. This position requires frequent contact with various stakeholders and may require travel within the province.

Experience
  • Minimum of five (5) years’ experience in a health information services environment with a focus on analysis, data management and the promotion of data quality and integrity.
  • Proven experience in business and systems analysis, including requirements gathering, workflow mapping and stakeholder engagement for health systems.
  • Demonstrated ability to analyze complex datasets, identify anomalies, and recommend corrective actions.
  • Experience assisting with system process improvement, policy development, data governance frameworks and translating efficiencies and opportunities back to the business.
  • Proficiency in SQL, reporting tools (e.g., Cognos, Business Objects) and data visualization for decision support.
  • Experience with HL7, FHIR and other healthcare interoperability standards.
Education (Degree/Diploma/Certificate)
  • Health Information Technologist program diploma.
  • Health-related information technology (IT) integration and interoperability courses an asset.
  • An equivalent combination of education and experience may be considered.
Certification/Licensure/Registration
  • Active membership in the Canadian Health Information Management Association (CHIMA).
  • Valid driver’s license required.
Qualifications And Skills
  • Excellent communication skills for technical documentation, training, and stakeholder presentations.
  • Ability to develop strong working relationships with stakeholders, subject matter experts and software vendors.
  • Knowledge of emerging provincial/national/international trends in data management, interoperability and naming conventions.
  • Sound understanding of desktop application software, information system applications and health system integrations to provide direction and work effectively with application maintenance and business teams.
  • The provincial health system in Manitoba has adopted the LEADS in a Caring Environment framework.
Physical Requirements
  • Must be able to work flexible hours as required to accommodate service requirements of source system organizations.
  • Overtime may be required.
  • Occasional travel is required within Manitoba.
  • May be required to work safely in a typical computerized office environment with frequent meetings.
  • May be required to travel throughout the service area requiring a valid Manitoba driver’s license and use of a personal motor vehicle.

This position requires a current satisfactory Criminal Records Check (including Vulnerable Sector Search), Child Abuse Registry Check and Adult Abuse Registry Check as conditions of employment. The successful candidate will be responsible for any service charges incurred. A security check is considered current if it was obtained no more than six (6) months prior to the start of employment.
