Job Description

Position Overview: Reporting to the Technical Director, the incumbent will be responsible for assisting in developing company-wide frameworks and standards for Technical/Design services throughout the project lifecycle, influencing major Design Build Infrastructure projects. The Design Management Coordination Manager will ensure designs are compliant, safe, meet construction's delivery/constructability needs, and are cost-efficient from a total project cost perspective.

Role and Responsibilities

Assist the Technical Director and advise the Design team to ensure all technical requirements are met and delivered timely, ensuring compliance, efficiency, and cost-effectiveness in design according to project specifications.

  • Manage communications with the owner, municipalities, utility companies, and regulatory authorities.
  • Provide advice on design/technical changes and issues, inputting into the Change Management process.
  • Support the technical team and consultants to ensure:

I. Design services are delivered timely and cost-effectively per agreements.

II. Performance of designers is monitored to identify issues and implement solutions.

III. Monitor 'design creep' and ensure lowest-cost, compliant, and safe design solutions.

IV. Review Value Engineering opportunities for design optimization and risk analysis.

V. Identify and resolve problems early.

  • Manage agreements and resolve issues, contribute to procurement planning, estimating, and reforecasting.
  • Oversee design and commissioning activities to ensure construction aligns with design.
  • Participate in lessons learned workshops regarding technical issues.
  • Coordinate with the Integration/Interface Manager to ensure interface between construction, civil works, systems, train control, signaling, and operations & maintenance.
  • Assist in defining quality objectives with the Quality Manager.
  • Collaborate on procurement processes, including evaluation, negotiation, and contract management.
  • Oversee technical and contractual aspects of the Design Agreement.
  • Manage the design services contract, including compliance, back charges, and change orders.
  • Work with functional leaders to review HSE, Quality Management Plans, and Communication Plans.
  • Support scheduling functions related to design development.
  • Oversee document management implementation.

Qualifications and Education Requirements

  • 5+ years in major transit/construction projects, including leadership roles (LRT experience preferred).
  • Experience leading multi-disciplinary engineering and design teams, including Civil, Systems, and Integration.
  • Recognized industry leader with a broad network of contacts.
  • Proven experience in stakeholder management.
  • Professional Engineer designation, with transit system knowledge.
  • Understanding of Ontario Building Codes.

Skills

  • 5-10 years working with Tier One Contractors on major Design Build Projects, overseeing technical issues.
  • Experience supervising design consultants.
  • Construction experience on projects over CAD$1 Billion.
  • Knowledge of construction engineering, processes, sequencing, and value engineering.
  • Experience in transit infrastructure construction, civil, drainage, bridges, and transit systems.
  • Excellent communication and presentation skills.
  • Strong judgment, management, organizational, and interpersonal skills.
  • Proficiency in English (Level 5).
