Job summary

PCL Constructors Canada Inc. in Ottawa is seeking a Security Manager to lead security planning for defence projects nationwide. You will guide CSP compliance, sponsor clearances, and coordinate with government agencies to ensure secure project execution across Canada.

The role requires 5–10 years of security experience or 10 years in the Canadian Armed Forces, a college diploma, and a valid Level II clearance; travel across Canada is expected, with bilingualism considered an asset.

Qualifications

• 5–10 years security experience or 10 years as Regular Force officer.
• College diploma or post-secondary education preferred; equivalent experience considered.
• Valid Level II (Secret) security clearance preferred or ability to obtain immediately after hire.

Responsibilities

• Develop and execute security strategies for defence-related pursuits and projects across Canada.
• Ensure CSP compliance including CSP Manual, SRCLs, and federal directives across pursuits, active projects, and district operations.
• Lead personnel security clearance programs, access controls, sponsorship, and liaison with government agencies to support authorized access.
• Implement and oversee physical security measures and site access controls to safeguard personnel, assets, and information.
• Identify security risks, conduct investigations, respond to incidents, and maintain compliant project environments.
• Develop and evaluate security programs, policies, procedures, and project-specific plans.
• Oversee security systems, subcontractors, guards, and suppliers to support service delivery.
• Travel to project sites and district offices to conduct inspections and ensure compliance.
• Mentor security professionals across districts and projects; support cyber security requirements for defence projects.
• Track and report on proposal metrics and best practices.
