Job summary

The Teachers Retirement Association (TRA) seeks a Data Practices Officer to lead data privacy, governance, and records management across TRA. You will supervise records systems, enforce compliance with the Minnesota Government Data Practices Act, and develop processes for data collection, sharing, and retention.

The role requires strong analytical skills, oversight of data requests, and building a training program for employees.

Qualifications

• Five (5) years of progressive, work experience in Data Management, Data Retention Schedule Creation, or Government Program Compliance working with the Minnesota Government Data Practices Act or a similar body of law, regulation, or legislation.
• A Bachelor’s degree in Legal Studies, Business Law, Public Administration, Business Administration, or a closely related field can substitute for one (1) year of experience.
• Experience in a leadership or supervisory role guiding, coaching, providing constructive feedback, and motivating others.
• Experience in developing, documenting, and implementing initiatives, processes, programs or policies.
• Experience with state and federal data privacy laws and requirements.
• Experience working with state records retention laws to create and/or manage retention schedules.
• Ability to research and interpret public information laws and regulations and safeguard not public data.
• Strong research and analytical skills to navigate regulatory requirements.
• Strong communication, interpersonal, and organizational skills to convey technical information and foster inclusion.
• Proficiency in Word, Excel, Access, PowerPoint, Outlook; Cisco WebEx; or equivalent.

Responsibilities

• Lead data privacy, data practices, records management, and retention responsibilities for TRA.
• Supervise TRA Records and Data Management systems; evaluate and revise current practices.
• Develop processes to gather and share data while ensuring compliance with laws.
• Provide data practices training program for all employees and serve as a data governance resource for managers and staff.
