Responsibilities
- Lead the development and delivery of functional and ministry-specific analytics to support evidence-based decision-making and produce actionable insights.
- Work closely with client groups to assess current data analytics and reporting capabilities, gather future-state requirements, and identify opportunities for improvement.
- Facilitate decision-making and manage client expectations.
- Own the execution of analytics initiatives, including end-to-end reporting and data set delivery.
- Develop robust statistical models and machine learning algorithms to model business scenarios and extract valid inferences.
- Participate in documentation, development, testing, and end-user training.
- Collaborate with functional area experts, Data Architects, ETL Developers, and stakeholders to understand complex business issues and develop Business Intelligence solutions.
- Design methods to capture, structure, transform, and process data for modeling.
- Build data models that are accurate, understandable, and unbiased.
- Communicate complex analyses clearly, providing visuals and summaries.
- Interpret data insights, advising clients on transforming analytics into actionable information.

Specific Scope for Junior Data Scientist
- Assess datasets from various sources like land-use, child care, and education data.
- Identify and document data gaps and resolution steps.
- Develop reports using visualization tools like GIS, Tableau, PowerBI.
- Conduct historical and predictive analytics on relational datasets.
- Document findings and report to the team.
The candidate must work in an agile/iterative environment.
Skills
- Statistical modeling with R.
- Experience with land-use, child care, demographics, Ontario Open Data is an asset.
- Integrating R with Power BI.
- Predictive analytics experience.
- Building dimensional data models/cubes.
Tools and Techniques (50%)
- Expertise in MS Excel, data validation, SQL databases, data cleaning, transformation, standards, and dimensional models.
- Experience with R, SAS, Python, Esri/ArcGIS, PowerBI, PowerViewer, Cognos is an asset.
Power BI and Analytics (25%)
- Developing BI resources and visualizations.
- Understanding data models and creating interactive visuals.
Communication Skills (20%)
- Documentation on data standards.
- Effective communication with technical and non-technical audiences.
- Proven team player and deadline-oriented.
OPS Experience (5%)
- Public sector experience in organizations similar to Ontario Public Service.
MUST HAVES:
- Proficiency in MS Excel, data validation, SQL, and PowerBI.
