Job summary

Qulliq Energy Corporation (QEC) in Baker Lake, Nunavut, seeks a Controller to lead the accounting and finance functions, manage annual capital and O&M budgeting, and oversee audits.

Reporting to the VP Finance/CFO, the role mentors teams, ensures compliance with federal and territorial acts, and develops financial procedures.

Ideal candidate has CPA, 5+ years post-qualification in senior finance, plus 3 years supervising teams; knowledge of Public Sector Accounting Standards is a plus.

Qualifications

  • Post-secondary degree in Finance, Accounting, Commerce, Business Administration with concentration in Finance.
  • CPA (Chartered Professional Accountant) designation with preference for legacy CA or CMA.
  • Minimum 5 years post-qualification experience in senior finance/accounting role with 3 years leading finance/accounting teams.
  • Experience interpreting accounting standards, preparing financial reports, budgeting.

Responsibilities

  • Mentor, develop, and supervise a team of Accounting and Finance professionals to build a high-performing team.
  • Coordinate and oversee all operational accounting functions and month-end processes.
  • Develop and maintain financial controls to ensure compliance with federal and territorial acts and internal policies.
  • Coordinate capital and O&M budget planning to meet organizational goals.
  • Oversee audits, including audits by the Office of the Auditor General of Canada.

Baker Lake, Nunavut

Reporting into the VP, Finance/CFO, the Controllership position manages the annual capital and O&M budgeting development processes, conducts financial analysis and forecasting, prepares financial reports and presentations, and coordinates the annual audit cycle.

The Controller will also be responsible for providing People leadership and operational guidance to the Accounting and Finance functions and ensuring it operates in compliance with all federal and territorial acts, regulations, Financial Administrative Manuals, policies, and procedures.

Duties and Responsibilities:
  • Mentors, develops, and supervises a team of Accounting and Finance professionals to build a high-performing team aligned with QEC's values and strategic goals.
  • Fosters a respectful, inclusive, and culturally responsive work environment guided by the principles of Inuit Qaujimajatuqangit (IQ).
  • Coordinates and oversees all operational accounting functions to ensure the financial health of the Corporation and its operations, including assessing current financial accounting policies and procedures and implementing process and control improvements.
  • Develops, implements, and maintains appropriate financial procedures and controls to ensure the Corporation operates in compliance with all relevant federal and territorial acts, regulations, administrative manuals, policies, and procedures.
  • Coordinates the Corporation's Capital and O&M budget planning process to ensure sufficient financial resources are available to achieve the Corporation's strategic, corporate, operational, and departmental goals and objectives.
  • In collaboration with the Vice President Finance/Chief Financial Officer, develops and administers operational and strategic financial strategies to ensure the Corporation can meet its short, medium, and long-term goals and objectives.
  • Oversees the accumulation and consolidation of all financial data necessary for an accurate accounting of business results and develops and maintains appropriate financial reports and metrics to monitor and safeguard the financial health of the Corporation.
  • Develops comprehensive financial reports to ensure departments and department heads are appraised of their financial positions relative to the achievement of their short, medium, and long-term goals and objectives.
  • Coordinates and oversees interim and year-end audits, including audits conducted by the Office of the Auditor General of Canada.
  • Maintains the Chart of Accounts and oversees treasury, inventory, accounts receivable, accounts payable, and ensures timely completion of month-end, quarter-end, and monthly financial reports.
  • Other closely related tasks as assigned.
Required Qualifications Include:
  • Post-secondary degree in Finance, Accounting, Commerce, Business Administration, or a closely related discipline with a concentration in Finance.
  • Professional designation as a Chartered Professional Accountant (CPA), with preference towards candidates holding either a legacy Certified Accountant (CA) or Certified Management Accountant (CMA).
  • A minimum of 5 years of post-qualification experience (CPA) in a senior management finance or accounting role with an additional 3 years of experience in the supervision and development of Finance/Accounting teams.
  • Demonstrated experience and working proficiency in interpreting and administering accounting standards, preparing financial reports, conducting financial analyses, and developing budgets.
Assets:
  • Previous relevant experience in a regulated environment.
  • Previous relevant experience in the application of Public Sector Accounting Standards, an asset.
  • Previous experience in a utility.
  • Knowledge of Nunavut, the land, language, and culture.
  • The ability to speak Inuktitut, Inuinnaqtun and/or French.

This position of trust and as such, the successful candidate must be willing to submit and pass a criminal records check.

We offer a competitive salary range of $149,128.02 to $179,392.80, and a northern living allowance of $24,767.00 per annum. We also offer a comprehensive benefits package, including a defined-benefit pension program. Subsidized staff housing is available.

Preference will be given to Nunavut Inuit.
