About the Role:

Reporting to the Manager of Engineer & Construction, the Construction Services Supervisor oversees, schedules, and coordinates both municipal and consultant construction inspection staff, while also conducting inspection and contract administration duties on complex municipal infrastructure projects. As a key decision-maker, the Supervisor ensures consistent application of engineering standards and regulatory compliance through design reviews and oversight of inspection staff. This role is critical in ensuring comprehensive and efficient coverage of construction activities across City projects.

What You Will be Doing:

  • Supervise and coordinate inspection staff by assigning work to internal and contracted personnel, verifying timesheets and invoices, and ensuring adequate coverage of all active construction projects.
  • Provide technical leadership and mentorship to the inspection team through regular team meetings, quality checks, and coaching to ensure consistent application of standards, effort, and documentation practices.
  • Conduct inspection and contract administration on large or complex municipal infrastructure projects, including verifying grades, materials, and methods against design specifications.
  • Monitor and document project progress, including measuring and recording contract quantities, maintaining detailed field notes, and submitting accurate daily reports.
  • Ensure compliance with safety regulations and legislation, submitting required documentation to regulatory bodies and addressing any non-compliance issues on-site.
  • Investigate and respond to public concerns, including complaints, inquiries, and claims related to construction activities, often on behalf of other inspectors.
  • Support asset management and project planning by participating in condition assessments, reviewing field data, and validating restoration priorities.
  • Assist with procurement and contract management by preparing or reviewing tender documents, managing contractor onboarding, and certifying progress payments and invoices.
  • Contribute to departmental priorities and service excellence by supporting continuous improvement, maintaining strong working relationships with internal and external stakeholders, and upholding the City’s standards of professionalism.
  • Perform other similar and related duties as required.
About You:
Qualifications:
  • Post-secondary diploma in Civil Engineering Technology, Construction Management, or a related field.
  • Minimum of five (5) years of progressive experience in municipal construction inspection, including at least two (2) years in a supervisory or lead capacity.
  • Certification or eligibility for certification as an Engineering Technologist (OACETT) or equivalent is considered an asset.
  • Thorough knowledge of construction practices, engineering drawings, contract administration, and municipal infrastructure standards.
  • Strong understanding of health and safety legislation and applicable regulatory requirements for municipal construction projects.
Skills:
  • Proficiency in construction management systems, MS Office, and inspection documentation tools; ability to maintain accurate and detailed records.
  • Excellent leadership, organizational, and communication skills with demonstrated ability to lead teams, resolve conflicts, and build effective working relationships.
Other Requirements:
  • Valid Ontario Class G driver’s license and the ability to work in both field and office environments, including occasional after-hours site visits.
  • A demonstrated commitment to enhancing a safety culture.
  • Proven completion of Ministry of Labour Worker Health and Safety Awareness training.
  • Proof of education will be required upon hire.
