Construction Inspector (2 positions) for provincial government agency client, GTA based.

Job Type: Temporary.

Initial Term: ASAP for approximately 6 months, with possible extension.

Target Compensation: $48.44 per hour.

Regular Work Hours: 7.25 hours per day not including 1 hour unpaid lunch break, to be worked during regular business hours, Monday to Friday (36.25 work hours per week).

Work Location: Hybrid - combination of 1 day remote-based and 4 days onsite at designated Greater Toronto Area construction inspection sites. Onsite work expectations subject always to client business requirements, and may change according to client business need.

Ergonomic Requirements: In addition to regular desk work, the position will require extended standing, walking, and may require occasional bending or crouching, climbing stairs or ladders, and other ergonomic activities associated with construction site inspections.

Commuting Requirements: Daily commute to and from work will vary according to the designated GTA inspection site. Please note there is no reimbursement for mileage related to commuting between home and designated work locations. You will have the option of selecting either East GTA or West GTA work locations.

Onsite Dress Code: Hard hat and steel toed safety shoes or boots are required during site inspections.

Responsibilities Summary:

Provide inspection and some contract administration services for construction projects, ensuring deliverables constructed to a high-quality standard and customer experience not impacted by construction. Oversee project activities to ensure compliance with project management and construction best practices, corporate design standards, and applicable municipal, provincial, and federal codes.

  • Undertake State-of-Good-Repair (SOGR) inspections of construction activities for contract conformance and ensure customer experience not impacted by safety critical items.
  • Inspect contractor daily activities, maintain field records, prepare field reports, conduct quality assurance testing, resolve deficiencies, and ensure any complaints resolved in a timely manner.
  • Review design drawings and provide comments for constructability and customer impact. Verify tender quantities.
  • Review site conditions prior to construction and document condition of assets. Make recommendations based on field conditions to resolve constructability issues.
  • Participate in risk assessments and ensure mitigations are in-place onsite according to contractor’s workplan. Continuously review workplans for conformance and confirm onsite implementation of risk assessment mitigations during the project lifecycle.
  • Monitor, oversee, and inspect onsite construction daily. Ensure all work completed in accordance with contract documents and to established standards. Coordinate with colleagues to quickly resolve any identified issues.
  • Review, validate and analyze project contract requirements, tenders and contract documents. Ensure required clauses included in all contract management documentation and recommend changes/revisions for any omissions or inconsistencies.
  • Participate in review of contract documents for issues, including, laydown area, construction staging, constructability, customer wayfinding, accessibility, loss of parking and customer safety, etc.
  • Assist with management and negotiation of contractual claims with vendors. Interpret contract provisions to help resolve claims and questions submitted by contractors.
  • Identify and advise on resolution of contract issues including contractor performance, and monitor contractor adherence to the terms of contractual agreements. Enforce contractual obligations, and assist in negotiations and issues resolution, or enforcement of penalty clauses or liquidated damages. Escalate matters as needed.
  • Participate in Operational Readiness Walks and complete final inspections. Report on any deficiencies, and coordinate rectifications and re-inspections prior to project closeout.
  • Verify as-constructed information to ensure accuracy and completion of the Asset Information Handover (AIH) process.
  • Maintain highest possible Customer Experience throughout construction and maintenance activities to ensure Customer/Construction interface risks are mitigated and Customer Satisfaction Score (CSAT) is not negatively impacted.
  • Additional site inspection and contracts review responsibilities as required.

Qualifications:

Education: Post Secondary Degree in Applied Science, Engineering, or similar discipline.

Professional Credentials: PMP (Project Management Professional) designation is an asset.

Preferred Work Experience: At least 5+ years of experience related to planning, inspection, design and construction of transit facilities, station infrastructure or related works, interpreting and applying contract plans and specifications and coordinating contracted engineering projects.

Preferred Sector Experience: Public transit sector experience preferred.

Technical and Language Skills Requirements:

  • General proficiency in MSOffice applications, including Word, Excel, Outlook, PowerPoint and Teams.
  • Strong English communication skills, both written and verbal, including advanced reading comprehension skills suitable for complex legal, contractual, engineering, technical or similar documents.

Task -Based Qualifications and Additional Attributes:

  • Familiar with provincial standards including Occupational Health and Safety Act (OHSA), Ontario Provincial Standard Specifications (OPSS), Ontario Provincial Standard Drawings (OPSD), and Ontario Traffic Manual Book 7 (MTO Book 7).
  • Sound knowledge of theories, principles and practices of civil and architectural design and construction. Demonstrated proficiency in broad phases of engineering application.
  • Knowledge of Railway Rules and Regulations and Safety and Operating procedures.
  • Knowledge of Contract Law and standard contract forms (CCDC 2 and CCDC 4), the Occupational Health and Safety Act, Environmental Assessment Act, and the requirements of the Professional Engineers Act.
  • Demonstrated record of professional conduct and character. Responsible, reliable and works to deadlines.
  • Pleasant and courteous. Demonstrated commitment to client service and professional representation of the organization.
  • Proficient de-escalation skills. Ability to surmount internal and external job pressures. Excellent listening skills, and the ability to provide and receive effective feedback.
  • Proven ability to professionally handle confidential information and exercise good judgement in the interpretation and application of instructions and organization policy.
  • Superior attention to detail, and organized, methodical approach to completion of tasks.
  • Demonstrated ability to apply project management principles, methodologies and best practices.
  • Demonstrated ability to work well both independently and collaboratively, and in an advisory capacity, and liaise effectively with a wide and diverse range of internal and external stakeholders.

Additional Requirements:

  • Valid Ontario Class G driver’s license and access to a vehicle to travel to various GTA site locations. Clean driving record. Driver's abstract may be required.
  • Must be legally entitled to work in Canada, providing satisfactory documentation upon request.
  • Ability to work both remotely and onsite, abiding by organization health and safety policies.
  • Ability to declare personal Non-Conflict of Interest in execution of assignment responsibilities.
  • Ability to complete a satisfactory Provincial Government security check prior to assignment start.
  • Provision of certification of AODA and OHSA online training course completion prior to assignment start.
  • Additional satisfactory Background Checks, Technical Skills Evaluations, and Employment References as required.
