Job summary

Scarborough Transit Connect (STC) is seeking a Commercial Specialist in Toronto to manage project variances, assess contract implications, and coordinate with engineers, managers and contractors. The role emphasizes compliance, risk assessment, and proactive change control within a large-scale rail project.

You will contribute to budget control, reporting, and the variations management plan while fostering an inclusive, safety-first team culture and strong cross-functional collaboration.

Qualifications

  • Bachelor’s degree required in engineering, construction management, or related field.
  • 3–5 years of construction experience on large-scale infrastructure projects, preferably rail/transport.
  • 1–2 years in contract/change management or similar.
  • Ability to read and interpret contractual documents and terms.
  • Familiarity with contract templates and cost control concepts.

Responsibilities

  • Identify, track and assist with variations to the project scope, ensuring deadlines are met.
  • Coordinate development of variation estimates and forecast issuance.
  • Collaborate with leaders, PMs, contractors, consultants and stakeholders to assess variation impacts.
  • Evaluate commercial implications and work with cost team for forecasting and budgeting.
  • Identify risks with the risk team and address potential impacts proactively.
  • Maintain records of all variations with justification and approvals; provide updates.
  • Prepare regular reports on variation status and resolutions for senior management.
  • Assist with development and updating of the variations management plan.
  • Ensure variations comply with regulations, standards, and best practices.
  • Promote inclusion and diversity within the team.

Job description

Scarborough Transit Connect (STC) is a joint venture between Aecon and FCC Canada Ltd. that was selected by Metrolinx to deliver the Scarborough Subway Extension – Stations, Rail and Systems (SSE-SRS) package. The Scarborough Subway Extension will bring the TTC’s Line 2 subway service nearly eight kilometers farther into Scarborough. It will extend from Kennedy Station to Sheppard Avenue and McCowan Road, providing quick and seamless transit for those heading into and out of the downtown core and those travelling within Scarborough. The extension will replace Line 3 (the Scarborough RT), helping to reduce travel times and improve access to jobs, schools, and other key destinations throughout the city.

As part of this project, we are currently looking for aCommercial Specialist to join our team.

What You Will Do Here
  • Identify, track and assist with all variations to the project scope, ensuring compliance with contractual terms and conditions, including meeting deadlines.
  • Coordinate the development of variation estimates and forecast their issuance.
  • Coordinate with leadership, Project Managers, Contractors, Consultants and other stakeholders to assess the impact of variations and ensure timely resolution.
  • Evaluate the commercial implications of variations and work with the cost team to ensure accurate cost forecasting and budget management.
  • Identify and coordinate with risk team to assess risks associated with project variations, ensuring that potential impacts are identified and addressed proactively.
  • Maintain comprehensive records of all variations, including justification, approval, implementation details, and provide regular reports and updates.
  • Review and identify variations or modifications for potential impacts on the project scope, schedule, and budget.
  • Prepare regular reports on variation status, impacts and resolutions for senior mangement and project stakeholders.
  • Assist with the development and and updating the variations management plan.
  • Ensure all variations comply with relevant regulations, standards and best practices.

What You Will Bring to The Team:
  • A Bachelor’s degree in Engineering, Construction Management, or a related field.
  • 3-5 years of construction experience as a project coordinator or a similar role within large-scale infrastructure projects, preferably in the rail or transportation sector.
  • 1-2 years of commercial experience in contract/change management, or similar role.
  • Familiarity with standard template agreements.
  • Ability to read and interpret contractual documents, including terms and conditions, planning, and technical specifications.
  • Strong understanding of project mangement principles, contract management and cost control.
  • Excellent communication and interpersonal skills, with the ability to work effectively with diverse teams.
  • Strong analytical and problem-solving skills.Good time management and organizational skills.
  • Attention to detail and a proactive approach to managing changes.
  • Familiarity with relevant construction contracts and contract law.

Compensation: $90,000 - $115,000 annually. The listed salary range reflects potential base pay and considers factors such as experience, education, and training. Each candidate is evaluated individually and offers toward the higher end may be extended to those with exceptional qualifications.
