The Municipality of Russell Binscarth includes two urban communities and a former rural municipality with a population of approximately 2,600. Job Summary:

The Council of the Municipality of Russell Binscarth is seeking a dynamic and experienced Chief Administrative Officer (CAO) to provide strategic leadership and oversee the efficient operation of the Municipality. Reporting directly to the Mayor and Council, the CAO will be responsible for implementing Council policies, managing municipal departments, and ensuring the effective delivery of public services. This is a unique opportunity for a visionary leader to guide the Municipality toward sustainable growth and excellence in governance.

Key Responsibilities:

  1. Provide strategic leadership and oversight of municipal operations, ensuring alignment with Council priorities.
  2. Implement and execute policies, plans, and directives established by Council.
  3. Lead, mentor, and manage municipal staff to foster a culture of efficiency, professionalism, and accountability.
  4. Develop and manage annual budgets, ensuring fiscal responsibility and long-term financial sustainability.
  5. Oversee municipal infrastructure projects, economic development initiatives, and service delivery improvements.
  6. Act as the principal advisor to Council, providing research, analysis, and recommendations on policy and operational matters.
  7. Promote employee engagement by cultivating a safe, supportive, high-performance work environment.
  8. Represent the Municipality in dealings with external stakeholders, including government agencies, community groups, and business partners.
  9. Provide effective advice and support to Council in developing, implementing and executing by-laws, policies and strategies to realize Council’s goals and objectives.
  10. Ensure compliance with all relevant municipal, provincial, and federal regulations.
  11. Engage with the public to promote transparency, responsiveness, and community involvement in local governance.

Qualifications and Experience:

  1. A post-secondary degree in a relevant discipline such as Public Administration, Business Administration, Commerce, Political Science or a degree in a related municipal field such as Planning or Engineering.
  2. A certificate in Manitoba Municipal Administration is an asset.
  3. A minimum of five years of progressively responsible leadership experience in municipal government or a related sector; or an equivalent combination of training and experience in other relevant settings.
  4. Strong financial management and budgeting experience.
  5. Demonstrated ability to lead and manage diverse teams effectively.
  6. Knowledge of municipal law, governance, and administrative processes.
  7. Excellent communication, negotiation, and stakeholder engagement skills.
  8. Ability to think strategically and implement innovative solutions to complex challenges.
  9. Experience in economic development, urban planning, and infrastructure management is an asset.
