Job summary

The Salvation Army Halton Lighthouse in Oakville is seeking a dedicated Caseworker to supervise and support clients/residents, develop care plans, and ensure safety. You will handle intake, discharge, documentation, and crisis intervention while coordinating programming with partners.

Qualifications include two-year post-secondary education or equivalent, social services experience, and strong communication skills. The role involves travel within the Halton region and a 40-hour work week.

  • Completion of more than two (2) years of Community College
  • Post-Secondary Education or equivalent with a background in Social Work
  • A minimum of one (1) year of prior related experience, including front-line casework experience in a social services environment
  • Solid background of how to work with people from diverse backgrounds and enjoy assisting others to solve problems
  • Strong-oral and written communication skills
  • Self motivated and disciplined
  • Knowledge of issues facing persons experiencing housing crisis
  • Knowledge and sound understanding of the Mental Health and Addictions support systems available to individuals in the region of Halton
  • Knowledge of various social issues pertaining to homelessness and its impact on the families served
  • Good interpersonal skills
  • Ability to work independently as well as part of a team
  • Strong networking ability to develop healthy partnerships with new and existing groups and organizations within the region of Halton.
  • Certified in First Aid/CPR and Non-Violent Crisis Intervention
  • Valid Ontario Driver’s License, personal vehicle required and insurance, current copy of driver’s abstract that is satisfactory to The Salvation Army, in its sole discretion, is required.
  • Experience/Working knowledge of Microsoft Office
  • Provide an original copy of a Criminal Background Check with vulnerable sector screening that is satisfactory to The Salvation Army, in its sole discretion, is required. The screening is secured either through the national Canadian Police Information Centre (CPIC) or through a local police detachment.
  • Screening through The Salvation Army Abuse Registry.
  • An understanding of the mission and purpose of The Salvation Army in Canada.
  • NOTE: Alternative combinations of education and experience may be considered

Responsibilities

  • Engages in development of inter-personal relationships promoting dignity and respect
  • Liaises with Police, Funders, court personnel, community agencies, families and staff

Job Description

The Caseworker provides supervision and support for clients/residents as required by The Salvation Army and funding contract policies and procedures. Monday to Friday 9:00 am to 5:00 pm working 40 hours a week. This is a temporary fixed-term contract that will expire on August 31, 2027.

  1. Provides outreach case management support to programs at Lighthouse shelter including but not limited to clients in hotel and in the broader Halton area.
  2. Monitors environment and clients/residents to ensure safety and security; completes regular client/resident status checks and room searches as required
  3. Develops and implements case management of assigned clients/ residents; assists clients/residents in establishing goals, monitoring progress, and prepares discharge plan
  4. Maintains and updates all appropriate documentation related to clients/residents; initiates any new documentation; completes all reports required by the funder and The Salvation Army
  5. Provides safe storage and recording of prescribed medication
  6. Coordinates and facilitates resident programming as required
  7. Conducts all required shift change procedures prior to and after shift change
  8. Performs intake and discharge procedures for clients/residents as assigned
  9. Monitors appropriate behavior, intervenes in crisis situations, provides emotional support and advocacy
  10. Distributes funds to residents in accordance with established guidelines
  11. Engages in the development of inter-personal relationships that promote dignity and respect
  12. Performs check-in of residents on passes in community; escorts residents and monitors behavior
  13. Liaises with Police, Funders, court personnel, community agencies, families and other staff members
  14. Provides orientation to newly hired staff, volunteers, students
  15. Provides back-up support to front line positions and their functions as required
  16. May be required to attend resident appointments
  17. Attend and facilitate case conferences with case management team
  18. Collect and record case management statistics daily
  19. Prepare monthly statistical and outcome measures reports for Director
  20. Review and forward weekly update reports to the Region of Halton
  21. Review all resident intakes, discharges and restrictions
  22. Prepare weekly Personal Needs Allowance requisitions
  23. Attend all seminars and training sessions as requested by Management
  24. Assist in any other duties or responsibilities as requested by Management
  25. Adhere to standards based upon values and philosophy of The Salvation Army and the Halton Lighthouse
  26. Participate in all Case Management and Staff Team Meetings
  27. Knowledgeable of Fire Safety and Emergency Evacuation Plans
  28. Responsible to work safely and report unsafe or unhealthy working conditions
  29. Engage in formal evaluation sessions with his/her supervisor
Organizational Responsibilities
  1. Develop an understanding of the Mission of The Salvation Army in Canada and its implications as related to position responsibilities

  4. To attend all seminars and training sessions as requested by Management

  6. Participate in regular supervision and performance review process
  7. Work in compliance with OH&S Act and Regulations and abide by The Salvation Army’s Health and Safety policies and procedures.
  8. Engage in formal evaluation sessions with his/her supervisor at 3 and 6 months during the first year of employment and annually thereafter
  9. Participate in ongoing professional development and training.
  10. Adhere to standards that are consistent with the values and philosophy of The Salvation Army and the Halton Lighthouse.
  11. To Participate in all Case Management and Staff Team Meetings
  12. To Be knowledgeable of Fire Safety and Emergency Evacuation Plans
  13. Responsible to work safely and report unsafe or unhealthy working conditions to the Health and Safety Committee
  14. Read and follow the Policy and Procedure Manual and the Employee’s Handbook. Every employee must read (and sign that they have read) a copy of the Residential Policies and Procedures, understand that they are required to adhere to all of the Guidelines in their dealings with Clients, as well as with Staff and Administration
  15. As required and is applicable, make suggestions that will improve efficiency, working conditions and procedures to Management

Physical Effort/DEXTERITY INVOLVED

The performance of the job requires a moderate amount of keyboarding/manual record keeping, and occasionally lifting/packing clients/resident’s property/personal effects and engaging in recreational activities.

CONCENTRATION REQUIRED

The performance of the job requires attentive listening and observation of body language, continuously monitoring the environment, multitasking, and reading.

RESPONIBILITY FOR FINANCIAL RESOURCES

The incumbent is involved in minor financial matters regularly, or on a relief basis, or has responsibility for the wise use of his/her own resources. He/She may be authorized to spend, disburse, or collect small amounts of cash. The incumbent has very little input into the annual budget.

RESPONSIBILITY FOR HUMAN RESOURCES

The incumbent is responsible for his/her own time and effort only. He/She may demonstrate work methods to new employees, volunteers and/or students.

The incumbent’s work environment is typically in an office or in an outreach setting. The incumbent will work under the following disagreeable conditions

Compensation

The target hiring range for this position is $22.91 to $23.43 with a maximum of $23.95. Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
