What You'll Do

Reporting to the Director, the Capital Projects Manager is responsible for managerial oversight of the County’s capital transportation infrastructure including the evaluation, planning, budgeting and construction of capital assets. The incumbent also undertakes special studies to ensure capital planning is prioritized accordingly. The Capital Projects Manager will coordinate the review of development applications and provide comments to the Planning Department. The Manager directs and coaches staff, engages internal and external stakeholders where necessary, and oversees the work of professional Consultants.

What We're Looking For

Education & Experience

  • Undergraduate (4 year) degree or diploma in Civil Engineering or Project Management
  • Current designation of Professional Engineer (p. Eng.), or Certified Engineering Technologist (C.E.T.) or Certified Technician (C. Tech), or Project Management Professional (P.M.P.)
  • Five years of prior experience in a rural municipal public works environment, combined with experience directly related to plan review, design, approval of municipal services and transportation related project management
  • Project preparation and planning skills to identify and manage resources, funding, and scheduling issues
  • Supervisory experience with the ability to delegate, set expectations, and monitor progress of all direct reports

Skills & Abilities

  • Ability to identify issues and implement creative and strategic solutions to overcome problems
  • Demonstrated experience developing and implementing strategic initiatives
  • Experience with development of Asset Management Plans
  • Sound analytical thinking, planning, prioritization, and execution skills
  • Sound understanding of risk management
  • Proven experience in tender preparation and contract administration
  • Excellent interpersonal, conflict resolution, and communication skills
  • Demonstrated organizational skills to meet strict and time sensitive deadlines
  • Computer literacy and proficiency utilizing MS Office software applications, civil engineering design software (AutoCAD) and adaptability to program specific software
  • Valid Ontario Class “G” driver’s license and clear driver’s abstract
  • Demonstrated project management skills
  • Experience with budget preparation and management
  • Ability to effectively communicate with all levels of staff, including laborers, technical staff, professionals, and upper management
  • A well-defined sense of diplomacy, including solid negotiation, conflict resolution, and people management skills
  • Ability to manage coordination efforts in construction projects with various parties, such as architects, project engineers, and landscaping installers
  • Strong knowledge of health and safety regulations
  • Ability to create realistic schedules to support the timely completion of construction projects
  • Demonstrated ability to exercise necessary cost control measures
