About the Opportunity

The Capital Program Planner - Architectural Systems, will work at an integrated Provincial level, by providing detailed input into the long-term strategic planning and assessment of Nova Scotia Health’s (NSH) architectural infrastructure, and annual allocation fiscal management and expenditures. This position will apply quantitative and qualitative indicators to classify NSH facilities as to condition and category. These facility categories will guide NSHA into how and what investments in programs, R&R projects, replacements, or disposals are made.

The Capital Program Planner-Architectural Systems will be responsible to apply their professional architectural experience and judgment when assessing what should be the recommended priority areas for capital reinvestment with regards to architectural infrastructure across NSH’s +$6B of building assets. Specific architectural infrastructure areas of responsibility include but are not necessarily limited to exterior facades - curtainwall, brick, masonry, stucco - repairs, stabilization & replacement, exterior door and window systems, security hardware, roofing systems, wind barriers and energy conservation opportunities.

The purpose of the CapitalProgram Planner - Architectural Systems (exterior) is to promote the integrity (safety, clinical operational and cost effectiveness, and energy efficiency in coordination) with the Director Maintenance & Operations team and related programs by others, of NSH buildingarchitecturalinfrastructure. This purpose is achieved through Provincial-level strategic:

  • Alignment of all planning efforts with theNSH Health Services plans and associated departmental medium and long-term health care strategic objectives.
  • Planning, development, and coordination of the three NSH Capital Programs:
    • Repair & Renewal (R&R) Capital Program,
    • Capital Medical Equipment (CME) Capital Program, and
    • Clinical Capital (CC) Capital Program.
  • Coordination among peers and management as they concurrently contribute to the planning and implementation of the three NSH Capital Programs.
  • Contributing to the preliminary assessment of requirements for Major Capital program projects (projects generally ranging $1.0M to $50.0M in value and not directly covered in DHW managed Redevelopment programs) submitted up through NSH leadership for consideration by DHW.
  • Coordination with Major CapProgram initiatives of other Departments in their support of NSH (such as Redevelopment programs).

This purpose, in full alignment with the above, is executed by:

  • Assessing the condition of NSH’s architectural infrastructure (exterior)
  • Ensuring that industry best practice and condition assessment protocols are performed and recorded.
  • Investigating requirements of peers and other FMS groups (principally Director of Maintenance and Operation, and Director of Clinical Engineering).
  • Generating planning recommendations as to where and what to invest in existing and new assets, and when to dispose of old, unsafe, and/or obsolete assets.
About You

We would love to hear from you if you have the following:

You are a registered Architectural Professional (M.Arch.) licensed to practice in Nova Scotia, or with designation from a Professional Architectural Association in Canada.

  • 6 – 10 years required experience in all aspects of capital program development and implementation. Experience in a large, complex, multi-stakeholder environment is preferred.
  • 5 years minimum required experience in architectural systems assessment, planning, design, and specification development. Experience in a large institutional or healthcare environment is preferred. This experience may be acquired in parallel (concurrently) with experience in program development and implementation mentioned above.
  • Knowledge and experience in civil engineering systems including municipal services, structures, pavements, geo-technical and geo-thermal systems.
  • General knowledge and experience in two of the following exterior architectural systems including, but not necessarily limited to: exterior facades - curtainwall, brick, masonry, stucco c/w air & moisture barriers and thermal insulation; window systems, hardware; door assemblies, hardware & security systems; roofing system assemblies; energy savings potential.
  • Knowledge and experience in the principles of Project Management.
  • Knowledge and experience in preparing business cases, feasibility studies, technical reviews and other related program planning supporting documents.
  • Ability to develop, monitor and achieve assigned Capital Program development performance targets.
  • Current knowledge of the National Building Code of Canada, Occupational Health & Safety Act, Environmental regulations, applicable CSA healthcare and related standards, ASHRAE, and National Fire Code.
  • Ability to effectively research, prioritize and address multiple simultaneous operational concerns raised by clients (in NSH’s case, Clinical services) by order of criticality while also maintaining adherence to standards and resolving potentially conflicting demand across the customer base.
  • Superior interpersonal relationship and team-building skills.
  • Strong analytical, process and problem-solving skills.
  • Strong communications skills; both oral and written.
  • Experience with asset management databases.
  • Experience in a healthcare environment is considered an asset.

Compensation and Incentives

$42.94 - $53.67 Hourly
