The Infrastructure Branch provides strategic level leadership for health infrastructure through policy direction and capital planning oversight for the development, and maintenance of facilities and infrastructure needed to support the delivery of publicly funded health programs and services. This branch advances discussions, actions, deliverables and decisions for proposed and approved health capital initiatives and develops recommendations for strategic capital funding, in consultation with the provincial health authorities.

Qualifications:

Essential:

  • Completion of a post-secondary degree in project management, business administration, health administration, engineering, architecture, or a related field. An equivalent combination of education and experience may be considered.
  • Extensive experience in providing and developing strategic analysis for senior leadership on programs and policies related to capital, including experience analyzing risk factors related to delivery at a strategic level.
  • Significant experience in preparing or reviewing authority-seeking documents such as Treasury Board submissions, advisory notes, business cases, impact statements, and return on investment analyses.
  • Substantial experience analyzing budget and cash flow projections for capital project expenditures to ensure alignment with government policies and the fiscal capital framework.
  • Exceptional written and verbal communication skills with the ability to effectively convey complex and technical information to diverse stakeholders in various settings.
  • Strong interpersonal skills with the ability to facilitate, foster collaboration, build stakeholder relationships, and promote engagement, trust, and positive working relationships.
  • Strong organizational skills to plan and operate efficiently within a dynamic, time-sensitive environment.

Duties:

Reporting to the Director, Policy and Strategy of the Infrastructure Branch within Manitoba Health, Seniors and Long-Term Care, the Capital Analyst will review, prepare, recommend, and/or provide advice on deliverables necessary to advance health capital initiatives. The role will also involve liaising and collaborating with a variety of stakeholders within Manitoba’s healthcare system to support and advance capital planning.

The Capital Analyst will ensure that projects align with the Department’s priorities, mandates, and strategic directions. This position is responsible for analyzing capital policies, processes, and projects, including conducting business assessments, impact statements, return-on-investment analyses, cash flow reports, change/decision requests, and other relevant documentation.

Additionally, the role provides support, as needed, for project announcements, news releases, government correspondence, capital plan announcements, accountability letters, requests for additional project funding, and other related activities by preparing the required documents.

The position also participates on project committees and management teams to ensure compliance with health capital policies, the capital project framework outlined in the General Manual of Administration, and the Health System Governance and Accountability Act.
