Job summary

City of Salmon Arm is seeking a Bylaw Enforcement Officer I on a full-time relief basis for six months. The role involves enforcing municipal bylaws, handling complaints, and coordinating with law enforcement and city departments.

Strong communication, record keeping, and court-reporting skills are essential. Qualifications include Grade 12, JIBC training, two years of bylaw or related enforcement experience, and a BC driver’s license.

Qualifications

  • Minimum Grade 12 education, or proven equivalent.
  • Completion of JIBC “Bylaw Compliance, Enforcement & Investigative Skills 1” or equivalent.
  • Minimum two years’ experience in the bylaw enforcement field or equivalent.
  • Valid British Columbia driver’s license with a clean abstract.
  • Knowledge of court/judicial procedures and bylaw enforcement.
  • Ability to prepare clear reports and present evidence in court.
  • Experience with office software and records management.

Responsibilities

  • Respond to complaints regarding bylaw violations and animal control.
  • Enforce City bylaws and parking regulations, including regular enforcement.
  • Coordinate enforcement requests and liaise with other agencies.
  • Maintain records, prepare statistical reports, and support court procedures.
  • Communicate regulatory information to the public and keep files updated.

We’re looking for a tactful, organized, and community-minded Bylaw Enforcement Officer I to join our Planning and Community Services team. This position term will be for six (6) months or until the return of the incumbent.

This position supports the fair and consistent enforcement of municipal bylaws within the City of Salmon Arm. Reporting to the Bylaw Supervisor, the Bylaw Enforcement Officer I responds to public complaints, investigates bylaw and animal control matters, liaises with the public and other enforcement agencies, maintains accurate enforcement files, and assists with court-related documentation and proceedings when required.

If you have experience in bylaw enforcement, law enforcement, municipal regulatory work, or a related combination of education and experience, and you enjoy serving the public while maintaining accurate records and following established procedures, we'd love to hear from you. The position's core duties include, but are not limited to:

Responsibilities
  • Respond to complaints from the public regarding bylaw violations and animal control matters in accordance with established policy.
  • Enforce City of Salmon Arm bylaws, vehicle parking regulations, and other regulatory requirements, including periodic parking enforcement throughout the City.
  • Respond to enforcement requests forwarded by City staff, including matters such as water restrictions, ice and snow removal, unsightly premises, and business licensing.
  • Liaise with other law enforcement agencies and assist City departments with bylaw and regulatory enforcement as required.
  • Communicate regulatory bylaw information to the public, maintain records and files, provide statistical reports, monitor and maintain the parking meter network, and perform other related duties as assigned.
Required Qualifications
  • Minimum Grade 12 education, or proven equivalent.
  • Completion of JIBC “Bylaw Compliance, Enforcement & Investigative Skills 1” or equivalent
  • Minimum two (2) years’ experience in the bylaw enforcement field, previous experience as a law enforcement officer, or an equivalent combination of education and experience.
  • Valid British Columbia driver’s license with a clean Driver’s Abstract.
  • Working knowledge of the court and judicial system, legislation regarding bylaw enforcement, litigation preparation, and acting as the bylaw prosecutor.
  • Demonstrated ability to prepare clear, concise reports and prepare and present evidence in court as required.
  • Demonstrated ability to use tact, diplomacy, and courtesy when dealing with the general public.
  • Experience using Microsoft Office software.
  • Strong organizational skills and demonstrated ability to use and maintain a records management or tracking system.
  • Experience with animal control would be considered an asset.

Remuneration for this position is in accordance with the CUPE Local 1908 Collective Agreement, beginning at $40.46 per hour plus 14% in lieu of statutory holidays, benefits and vacation. As a condition of employment, the successful candidate will be required to join the union and pay union dues via payroll deduction.
