The Opportunity
The Business Systems Analyst is responsible for analysis and definition of business requirements, and the development, implementation, maintenance, and support of business applications, systems and software.
Accountabilities
• Define business systems requirements for City divisions and recommend applications / systems / software to meet their needs.
• Implement Commercial Off the Shelf (COTS)/ Software as a Service (SaaS) applications, and develop and deploy custom applications, including user requirements definition, solution design, programming/coding, testing, debugging, training, data conversion, documentation, and deployment, in accordance with Information Technology (IT) Best Practice and established Information Services (IS) departmental procedures.
• Manage application-level user access and security, ensuring appropriate access is maintained for user groups within each application, using varying security administration tools specific to each COTS, SaaS, and custom application.
• Provide primary application support and advisory services to users of the City’s applications and software, including application enhancements, configuration changes, management of software patches / service packs / upgrades, troubleshooting problems and errors, liaising with vendor support resources to identify and report problems and bugs, and determining appropriate resolution to problems.
• Manage the City’s enterprise MS SQL Server environment by creating and maintaining SQL Server Maintenance Plans for backups and other standard database maintenance procedures, managing database security according to vendor and internal requirements, and monitoring and tuning of SQL Server performance, metrics, and alerts.
• Support and maintain the City’s Enterprise Resource Planning (ERP) Applications, including development and maintenance of integrations & interfaces.
• Manage the administration of the City’s enterprise E-mail environment, MS Office 365 productivity suite, SharePoint environment and deployment/troubleshooting of same on mobile devices.
• Manage the City’s corporate Intranet, and the City’s public websites, including website and server maintenance, web application development, user training and advisory services, installation of software upgrades, and design and administration of website security.
• Develop and maintain custom reports and queries for the City’s business systems, including report requirements definition, creation of SQL views and Stored procedures.
• Provide training, guidance, and direction to the SQL / Reports Developer position as required.

Qualifications
Education: High School Diploma supplemented by a 3-year post-secondary Diploma in Information Technology.
Experience:
A minimum of three (3) years’ experience in a programming and systems analysis position with similar responsibility, complexity, and technical platforms. A general understanding of networking concepts is also required.
Preference will be given to individuals with recent experience (within the last 5 years) in the following areas:
• Technical support of enterprise systems using Microsoft SQL Server as the database management system.
• Technical systems support of enterprise business applications such as Financial Management, Human Resources / Payroll, Land Management, Mass Appraisal, Public Safety & Computer Aided Dispatch (CAD), Customer Relationship Management (CRM), or Office Productivity / MS Office 365.
Recent experience (within the last 5 years) in these areas would be considered an asset:
• Application development / programming using C#, .Net, PHP, XML, html, CSS, Web Design, and Web Services.
• Application development tools including Microsoft Visual Studio, and Visual SVN.
• Application web server software including Microsoft IIS, Microsoft SharePoint, Drupal CMS, and Apache/Tomcat.
• Report Development using Crystal Reports and Microsoft SQL Server Reporting Services (SSRS).
Other: Exceptional analytical, problem-solving, planning, and time-management skills are required with the ability to frequently reprioritize work assignments in order to respond to urgent system support incidents. Must be able to work well independently with limited supervision in time-sensitive, demanding situations to support a wide variety of business systems in a team environment. Must have excellent oral and written communication skills with the ability to communicate effectively with people in a tactful, diplomatic manner. Must be willing to maintain technical skills through a combination of self-study, training, and other professional development activities.
A combination of education, training and relevant work experience which is acceptable to the City may be considered.
Working Conditions
Work is performed in an office environment with no exposure to outside elements. This position will require availability for standby / on call and is subject to the Mandatory Overtime provisions of the CUPE 1289 Collective Agreement.
Physical Requirements
Normal physical effort is required for day to day movement about the workplace.
Hours of Work
9:00 am – 4:30 pm, Monday – Friday (33.75 hours per week)
