This requisition is to hire two Business Consultants Level 2.

  • Project 1 - Requires someone Full Time (7.5 hours/day)
  • Project 2 - Requires someone Part-Time (3.5-4 hours/day)

Requirement Detail/Qualifications: Business Consultants at Experience Level 2 are Consultants that can demonstrate in their submitted examples that they have led multi-discipline or single discipline teams in a business initiative to design and align new business systems with business processes, and have created and followed a change management plan to move from an 'as is' state to the 'to be' state; where they reported to senior managers, and had managers and senior technical and business staff assigned to the project contracted to or reporting to them, and where they managed effective communications with project stakeholders at all levels from diverse business units. Business Consultants at Experience Level 2 have the skill sets of Business Consultants at Experience Level 3, as well as expertise in project management, business process analysis, and change management.

PROJECT 1 - DSS "DUAL LANGUAGE ID CHANGE MANAGEMENT STRATEGY”

Resource Allocation = One (1) Business Consultant Level 2

Leading the development and implementation of the dual-language ID solution is the Data Systems and Services (DSS) branch of the BC Data Service (BCDS). A change management strategy is required to provide DSS project leaders with the guidance and tools necessary for the successful roll-out and implementation of the new dual-language ID solution within a variety of Government of B.C. Services.

The plan will identify the needs of key service delivery partners, engagement and communication tactics, supports and resources required for successful adoption, phased change actions, and metrics for success.

The work in PROJECT 1 DSS includes the development and delivery of:

  • . Change Management Strategy
    • Define the phases and tactics to ensure the change is effectively managed, partners are engaged and supported, and will result in service delivery partners' successful adoption adopting the technology and resources that support dual-language ID.
    • Detail each phase of the change process, including:
      • Implementation actions/tactics.
      • Identify tools, resources, and feedback mechanisms for managers to lead the change process and ensure successful adoption.
      • Metrics and mechanisms to monitor progress towards desired project outcomes.
    • Summarize the change management strategy in a presentation deck for executive-level briefings.
    • Next steps in implementing and managing the change process.
  • Analysis and Engagement Plan
    • Identify and analyze the change readiness of Service Delivery Partners (e.g. ICBC, Health beneficiaries, Vital Stats, etc.) and Interested Parties (e.g. Education enrolment, Health Client Registry, First Nation Band Offices, Social Insurance Canada, etc.) impacted by the change.
    • Include:
      • Contact details for key change agents and partners.
      • A resistance map, assessing and identifying potential risks and resistance points.
      • Risk mitigation strategies and tools for monitoring and addressing challenges as they arise.
      • An inventory of engagement tactics and strategies with recommendations to address support gaps and prioritize activities.

  • Change Communications Plan
    • Develop a multi-channel communication strategy to deliver consistent, transparent messaging.
    • Include:
      • A communications calendar with milestones, updates, and tailored engagement strategies, including approaches for high-impact or change resistant groups.
      • Messaging tailored to specific audiences for each phase of the change process

Key milestones for PROJECT 1 DSS include:

  • Contract dates: Contract signing (anticipated Dec 2024) - March 2025
  • End of January 2025: Initiation and Foundation
    • Confirm, in collaboration with the vendor, project scope, milestones, and deliverables.
    • Draft of the Change Management Strategy:
  • End of February 2025: Communication Planning
    • Draft of the Analysis and Engagement Plan
    • Draft of the Change Communications Plan:
  • End of March 2025: Delivery and Final Review
    • Conduct a review with DSS and obtain final approvals.
    • Deliver finalized plans for all project components:
      • Change Management Strategy
      • Analysis and Engagement Plan
      • Change Communications Plan
    • Transition project and materials to DSS.

The completion of PROJECT 1 DSS work by the consultant should result in the following outcomes:

  • DSS has a strategy and supporting plans that will ensure Service Delivery Partners and Interested Parties have the appropriate level of information and resources to adopt the dual-language ID solution.
  • Service Delivery Partners and Interested Parties are confident in the change management process.
  • DSS team members have the tools and resources necessary to initiate and deliver the change management plan

PROJECT 2 - BC STATS "BUSINESS MODEL CHANGE MANAGEMENT STRATEGY”

Resource Allocation = One (1) Business Consultant Level 2

BC Stats requires a comprehensive change management plan, providing BC Stats leaders the guidance and tactics necessary to ensure successful engagement, development and implementation of a revitalized provincial statistics model

The plan will identify the needs of key ministry and other partners, engagement and communication tactics, supports and resources required for successful adoption, phased change actions, and metrics for success.

The work in PROJECT 2 BC STATS includes the development and delivery of:

  • Change Management Strategy
  • Define the phases and tactics to ensure the change is effectively managed, partners are engaged and supported, and will result in the development and implementation of a new provincial statistics model.
  • Detail each phase of the change process, including:
    • Implementation actions/tactics.
    • Identify tools, resources, and feedback mechanisms for managers to lead the change process and ensure successful adoption.
    • Metrics and mechanisms to monitor progress towards desired project outcomes.
  • Summarize the change management strategy in a presentation deck for executive-level briefings.
  • Next steps in implementing and managing the change process.
  • Analysis and Engagement Plan
    • Identify and analyze the change readiness of ministry and other partners (e.g. ministries and organizations responsible for post-secondary, jobs, education programs and statistics, etc.) and interested parties (e.g. BC Stats existing clients, etc.) impacted by the change.


  • Include:
    • Contact details for key change agents and partners.
    • A resistance map, assessing and identifying potential risks and resistance points.
    • Risk mitigation strategies and tools for monitoring and addressing challenges as they arise.
    • An inventory of engagement tactics and strategies with recommendations to address support gaps and prioritize activities.
    • Change Communications Plan


  • Develop a multi-channel communication strategy to deliver consistent, transparent messaging.
  • Include:
    • A communications calendar with milestones, updates, and tailored engagement strategies, including approaches for high-impact or change resistant groups.

  • Executive, Ministries and Interested Parties are confident in the change management process.
  • CITZ team members are able to initiate and deliver the change management plan

Key milestones for PROJECT 2 BC STATS include:

  • Contract dates: Contract signing (anticipated Dec 2024) - March 2025
  • End of January 2025: Initiation and Foundation
    • Confirm, in collaboration with the vendor, project scope, milestones, and deliverables.
    • Draft of the Change Management Strategy:
  • End of February 2025: Communication Planning
    • Draft of the Analysis and Engagement Plan

Consultant Qualifications

The Business Consultant Level 2 is required to have the following skills and experience:

Business Consultants at Experience Level 2 are Consultants that can demonstrate in their submitted examples that they have led multi-discipline or single discipline teams in a business initiative to design and align new business systems with business processes, and have created and followed a change management plan to move from an 'as is' state to the 'to be' state; where they reported to senior managers, and had managers and senior technical and business staff assigned to the project contracted to or reporting to them, and where they managed effective communications with project stakeholders at all levels from diverse business units. Business Consultants at Experience Level 2 have the skill sets of Business Consultants at Experience Level 3, as well as expertise in project management, business process analysis, and change management.

In addition to the skills and experience set out above, the Proponents should demonstrate that the proposed Consultant(s) have the following additional skills and experience:

Experience:

  • Demonstrated experience in managing large-scale organizational change. Preference for experience on projects which span multiple jurisdictions.
  • Demonstrated experience in selecting and applying various change management frameworks (e.g. Prosci/ADKAR, Kotter's 8 Steps, the Change Management Foundation and Model, etc.).
  • Demonstrated experience working with Indigenous people and on culturally sensitive initiatives preferred.
  • Demonstrated expertise in risk management and problem resolution during change initiatives.

Qualifications:

  • Education and/or certification in the field of change management.
  • Exceptional communication skills.
  • Ability to work collaboratively across different organizational hierarchies and functions.
