Location: Fredericton, New Brunswick

Work Model: On-site, full-time in Fredericton; after successful integration, a hybrid arrangement of approximately 60% on-site / 40% off-site may be considered at the Department’s discretion.

Start Date: September 8, 2026

End Date: August 6, 2027

Duration: 1 year, with two optional 1-year renewals

Engagement: Full-time, 5 days/week, 7.5 hours/day

Position Overview

Service New Brunswick’s Department of Health, Office of Digital Health (ODH), is seeking an experienced Business Enterprise Architect III / Solution Architect (BEA-3) to support the expansion of the Drug Information System (DIS) and other Digital Health initiatives.

The successful candidate will work closely with the Enterprise Architecture team, SNB, Regional Health Authorities (RHAs), vendors, project teams, operational teams, and other stakeholders to develop and implement enterprise-level healthcare solutions that align with departmental architecture standards, principles, integration strategies, and long-term digital health objectives.

The ideal candidate will bring extensive experience in Solution Architecture, Enterprise Architecture, healthcare/eHealth integration, Drug Information Systems, HL7, FHIR, technical requirements, solution design, and large-scale transformational initiatives.

Key Responsibilities
  • Develop architecture deliverables supporting the expansion of the Drug Information System (DIS) and integration of Public Health Information solutions with community pharmacy systems and other Digital Health applications.
  • Provide solution strategy, architecture, and technical design guidance to project and operational teams.
  • Ensure proposed solutions align with Department of Health enterprise architecture goals, standards, principles, and technology direction.
  • Lead and facilitate technical design and technical requirements-gathering sessions.
  • Review existing systems, technologies, applications, and healthcare integration solutions and conduct technical and solution due diligence.
  • Develop and maintain functional and non-functional technical requirements.
  • Develop solution and integration architectures for Digital Health initiatives.
  • Develop messaging specifications and vendor implementation guides.
  • Establish and document technical and solution standards and guiding principles.
  • Review project deliverables and provide architecture recommendations and feedback.
  • Participate in project Stage Gates and provide architectural input regarding initiative readiness.
  • Support planning, design, development/configuration, acquisition, and implementation phases.
  • Assist with planning and implementation of healthcare integration solutions.
  • Collaborate closely with SNB, vendors, RHAs, project teams, technical teams, and other stakeholders.
  • Provide technical leadership and mentorship to specialists, technical analysts, programmers, employees, and contracted resources.
  • Ensure solutions are maintainable and support long-term operational and technology lifecycles.
  • Regularly communicate with the appropriate Enterprise Architecture representatives.
  • Support ODH with additional Digital Health architecture activities as required.
Mandatory Qualifications & Experience

Candidates must clearly demonstrate all mandatory requirements below. Applications that do not explicitly demonstrate compliance may be disqualified.

M1 – Education
  • University degree in Computer Science or a related discipline.
  • An equivalent combination of education and relevant experience may be considered.
M2 – IM/IT Experience
  • Minimum 15 years of Information Management / Information Technology (IM/IT) experience.
M3 – Lead Solution Architecture Experience
  • Minimum 10 years of demonstrated experience as a Lead Solution Architect on medium-to-large:
    • System development projects;
    • COTS implementation projects; and/or
    • Healthcare integration projects.
  • This experience must have been obtained within the last 15 years.
  • Experience must involve complex projects that:
    • Cross multiple business units and/or organizations;
    • Include more than 8 direct project participants;
    • Operate for more than 9 months; and
    • Address both business transformation and technical issues.
  • Health Insurance experience does not qualify for this requirement.
M4 – Fredericton On-Site Availability
  • Must be available to work full-time on-site in Fredericton, New Brunswick upon award of the contract and beginning September 8, 2026.
  • Candidates must clearly state how they will meet the on-site requirement.
  • Candidates located outside Fredericton are responsible for their own travel time and costs to and from Fredericton.
  • A potential 60% on-site / 40% off-site arrangement may be considered by the Department only after successful integration into the assignment.
M5 – Submission Limit

The successful candidate must demonstrate the following experience:

D1 – Technical Team Leadership
  • 5+ years managing or leading teams of specialists, technical analysts, programmers, employees, and/or contracted resources on IT development projects.
D2 – Technical Design & Requirements
  • 5+ years leading:
    • Technical design sessions;
    • Technical requirements-gathering sessions;
    • Existing-system and technology reviews;
    • Healthcare integration solution assessments;
    • Technical and solution due diligence.
D3 – Architecture Deliverables
  • 5+ years developing architecture deliverables, including:
    • Technical requirements;
    • Integration architecture;
    • Solution architecture;
    • Messaging specifications;
    • Vendor implementation guides;
    • Technical/solution standards;
    • Technical/solution guiding principles.
D4 – Enterprise Solution Delivery
  • 5+ years of experience standing up and delivering enterprise solutions/services, with demonstrated consideration for:
    • Maintainability;
    • Scalability;
    • Long-term support;
    • Operational sustainability;
    • Technology lifecycle beyond initial implementation.
D5 – Drug Information Systems
  • 3+ years of demonstrated experience implementing or integrating Drug Information Systems (DIS).
  • Experience with Medigent DIS is preferred.
D6 – eHealth Architecture
  • 3+ years of hands‑on experience working as an architect within the eHealth / Digital Health space.
D7 – Healthcare Messaging Standards
  • 2+ years of demonstrated experience with eHealth standards‑based messaging, including:
    • HL7 V2
    • HL7 V3
    • FHIR
D8 – Communication
  • Strong written and verbal communication skills in English.
  • Ability to communicate complex technical and architectural concepts effectively to technical and non‑technical stakeholders.
Key Architecture Deliverables

The successful candidate will be responsible for developing and evolving the following deliverables throughout solution acquisition, planning, design, development/configuration, and implementation:

  • Technical Requirements – Functional and non‑functional requirements supporting Department of Health initiatives and solutions.
  • Integration Architecture – Solution/integration architecture for Department of Health initiatives.
  • Messaging Specifications & Vendor Implementation Guides – Technical messaging specifications and implementation guidance for vendors.
  • Technical/Solution Standards – Alignment with Department of Health communication, integration, desktop, networking, and other applicable standards.
  • Technical/Solution Guiding Principles – Architecture principles aligned with Department of Health Enterprise Architecture.
Preferred Candidate Profile

The ideal candidate will have:

  • 15+ years of overall IT/IM experience.
  • 10+ years of Lead Solution Architecture experience.
  • Strong healthcare and eHealth architecture background.
  • Direct Drug Information System implementation/integration experience.
  • Experience with Medigent DIS is highly desirable.
  • Strong understanding of HL7 V2, HL7 V3 and FHIR.
  • Extensive healthcare integration and interoperability experience.
  • Experience with enterprise‑scale transformational programs.
  • Strong technical leadership and stakeholder‑management capabilities.
  • Experience working with government, healthcare organizations, RHAs, vendors, and multi‑organizational environments.
  • Proven ability to develop architecture documentation and guide solutions through design, implementation, and operationalization.
  • Ability to work independently while collaborating effectively with Enterprise Architecture, project, operational, vendor, and technical teams.
Work Location & Travel

The position is based at RBC Place, Fredericton, New Brunswick.

The successful candidate must initially be available to work full‑time on‑site in Fredericton. Subject to Department approval and successful integration, a hybrid arrangement of approximately 3 days on-site / 2 days off‑site may be considered.

If travel within New Brunswick is required as part of the assignment, eligible travel outside the Fredericton area may be reimbursed in accordance with applicable Province of New Brunswick employee travel rates.
