Job summary

NRC is seeking an experienced professional to advance CCMC evaluation services for construction products and housing technology. You will guide clients through processes, identify pathways, and lead fast-lane initiatives.

This mid-career role requires strong market insight, pricing know-how, and stakeholder engagement across manufacturers, regulators, and industry groups. A bilingual environment and robust benefits are offered.

Qualifications

  • Significant experience in the private sector construction, building products, or building technology industry.
  • Experience navigating regulatory, certification, or compliance environments related to construction materials or building systems.
  • Knowledge of Canadian construction codes, evaluation processes, and industry stakeholders is highly desirable.
  • Significant experience in negotiating complex agreements and reviewing contracts.
  • Significant experience in communicating technology business opportunities to potential and existing clients.
  • Experience using MS Office applications, such as Word, Excel, Project, PowerPoint, SharePoint.

The BDO’s main responsibilities are listed below:

  • Serve as a primary point of contract for prospective and existing clients seeking CCMC evaluation services.
  • Guide clients through CCMC process and identify appropriate evaluation pathways for products and construction systems.
  • Lead the development and implementation of a “fast lane” approach to support accelerated housing solutions requiring CCMC evaluation and compliance.
  • Work with technical teams to streamline engagement and review process for innovative housing technologies with urgent market demand.
  • Build and maintain strong relationships with manufacturers, construction sector innovators, developers, regulators, and industry associations.
  • By means of the corporate CRM, maintain a pipeline of engagements and revenue-generating opportunities.
  • Contribute to the development and refinement of pricing strategies for CCMC services to ensure competitiveness, sustainability, and alignment with market expectations.
  • Identify opportunities for new service offerings based on emerging technologies, industry needs, and housing innovation trends.
  • Provide input into service design and delivery models that enhance the value proposition of CCMC evaluation services.
  • Provide market intelligence and strategic insights to CCMC leadership and technical teams to inform program direction and decision-making.
  • Work with internal NRC teams, including the Research Centre Project Management Office (PPMO), Contracts Advisory Services (CAS), and Industry Research Assistance Program (NRC-IRAP), to develop and implement project agreements and partnerships.
  • Lead due diligence efforts, and develop, price and negotiate client agreements following the NRC Client Agreement Process.

The BDO strengthens CCMC’s ability to engage with industry, respond to evolving market needs, and support the adoption of innovative construction materials and systems in Canada. By combining engineering knowledge, private-sector experience, and strategic business insight, the BDO helps ensure CCMC remains responsive, relevant, and well positioned to support housing innovation and the broader construction sector while advancing NRC’s strategic objectives.

Screening criteria

Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates:

Education

Bachelor’s degree in Science, Engineering, Business Administration, or equivalent.

Additional education in business, management, or commercialization (MBA or equivalent business experience) would be an asset.|

  • Significant experience in the private sector construction, building products, or building technology industry.
  • Experience navigating regulatory, certification, or compliance environments related to construction materials or building systems.
  • Knowledge of Canadian construction codes, evaluation processes, and industry stakeholders is highly desirable.

The intent of this hiring action is to staff this position at theRCO-3/4level, which is a mid-career level positionlevel position with a salary range of $119,688 to $168,192. NOTE: Please note that the full RO/RCO salary scale has five levels. Salary determination will be based on a review of the candidate’s expertise, outcomes and impacts of their previous work experience relative to the requirements of the level. As such, the initial salary could be within another level of the RO/RCO salary scale (i.e. above or below the intended level for this position). In addition, the incumbent will receive the Bilingualism Bonus of $800 per year.
