As the Business Analyst, Technology Investment, you will be helping the City of Edmonton continue to take steps to establish and sustain a City-wide approach to strategically manage technology investments. This approach represents a marked shift of focus from a low-level, transactional view, to strategically thinking and prioritizing investments, partnerships and collaborations.
You will be responsible for identifying and implementing strategic recommendations, solutions and measures to solve challenges and maintain the efficiency and effectiveness of the section and Branch. You will use your expert communication skills to effectively promote and clarify objectives and processes involved within governance and planning, technology investment framework, policies, standards, processes, risk management and quality assurance. The financial requirements for Technological Investment will be yours to elicit, analyze, validate, specify, verify and manage. You will ultimately be the conduit between the business and the client teams.
What will you do?
- Lead the development of processes, forms, websites, etc., for the Technology Investment Framework
- Participate in the development of investment management policies, practices and frameworks
- Coordinate the review of policies, standards, frameworks, and procedures and recognize the potential risks to changes being proposed
- Ensure budgets are aligned and support strategic City-wide goals, objectives and business needs
- Conduct regular investment management updates and validation
- Develop and generate key performance indicator reports in conjunction with recommended changes
- Lead the development and business value analysis of strategic initiatives and monitor the investment management life cycle
- Facilitate discussions with various interest groups of different perspectives and negotiate an integrated and mutually agreed solution
- Conduct requirement-gathering sessions using various business analysis techniques and tools
- Document all business, user and functional requirements, as well as workflows, processes, designs, prototypes and any artifacts in adhering to standard methodology; effectively communicate these to stakeholders
- Collaborate with business and technical teams to verify business requirements
- Plan, conduct and implement internal and external environmental analysis
- Complete and document gap analyses
- Develop high level financial models to provide a more accurate representation of the total cost of ownership of a project or initiative
- Contribute to risk management log and ensure risk management discipline is practiced
- Other duties as required
Qualifications- University degree in accounting, public or business administration, or another related field
- Minimum of 4 years of progressively responsible experience with governance, investment management, and establishing frameworks and business processes
Assets:
- A masters degree in these areas is an asset
- Additional certification in project management or change management is an asset
Skills required for success:
- Advanced knowledge and skills related to budgeting procedures, business planning, financial performance management, change management, reporting and presentations
- Knowledge and experience related to civic operations and other orders of government
- Demonstrated ability to quickly gain considerable knowledge of the City’s directives, procedures, practices and terminology
- Considerable demonstrated knowledge of:
- project management principles, practices and tools,
- financial management principles, practices and tools, and
- modeling operations, research and statistical techniques
- business/reporting tools such as Google Sheet, and Tableau
- General operational knowledge and application of change management principles, practices and tools
- Advanced ability to review and prepare administrative and technical reports and make recommendations based on outcomes needed to be achieved
- Demonstrated ability to research, analyze and synthesize data
Conditions of employment:
- Hire is dependent on Criminal Records Check satisfactory to the City of Edmonton, and there may be a cost associated with this requirement
Work Environment:
- Note: This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52.
