Candidate will be picking up the laptop from the office in Peterborough and will be onsite as per the guidelines of the HM on Toronto, ON & Peterborough, ON.

Description:

In this role, the successful candidate will be required to lead discovery, user research, outreach and analysis to ensure there is a clear understanding of user needs and legal rights in advance of the upcoming negotiation for the Ontario Parcel Master Agreement (OPMA) contract renewal in 2027.

The Ontario Parcel is comprised of 3 geospatial datasets: assessment parcels, ownership parcels and Crown parcels. These datasets are used internally and externally to support activities such as taxation, title searching, address location, land management and planning. Use and ownership of the Ontario Parcel is governed by the OPMA. This is a tri-party agreement between the Ministry of Natural Resources (MNR), the Municipal Property Development Corporation (MPAC) and Teranet. The Ministry of Natural Resources manages access to the Ontario Parcel for non-commercial purposes via its General List User License Agreement (GLULA). The discovery and analysis phase of this work involves:

  1. User needs analysis specific to the Ontario Parcel with components focusing on data needs, data licensing/sharing needs and administrative/access challenges and barriers.
  2. Jurisdictional scan of data licensing including open data licenses for products similar to the Ontario Parcel.
  3. User needs analysis for GEO Warehouse, including, but not limited to, business needs, functionality, licensing options including enterprise level licensing and analysis of other software/program options that offer similar functionality (individual or combined).
  4. Investigate barriers to including additional MPAC assessment attributes in the Ontario Parcel or by other means from MPAC.

Responsibilities:

  1. Leads and provides a comprehensive range of I&IT business analysis services for clients with diverse business and technological needs.
  2. Interacts with the business stakeholders and subject matter experts in order to understand their requirements through gathering, documenting, and analyzing business needs and requirements.
  3. Collaborate with project managers to develop project plans, timelines, and resource allocations, ensuring timely delivery of project milestones.
  4. Lead requirements gathering sessions, validate findings, and build consensus among stakeholders.

General Skills:

  1. Leads and conducts business analysis in order to assess client's business problems/opportunities and documents the business requirements in such a way that MNR can favorably position itself for upcoming OPMA contract negotiations.
  2. Applies re-engineering concepts to promote business improvements through alternative and cost-effective service delivery approaches.
  3. Leads and conducts business analysis at varying levels of detail appropriate to the project and phases of project, aligning with OPS Unified Project Management Methodology, Enterprise Architecture and Gating Process, and OPS Standard Systems Development Methodologies.
  4. Develops strategies, prepares business cases and cost-benefit analysis, and conducts feasibility studies for business I&IT initiatives.
  5. Develops sound processes for requirements gathering including but not limited to JAD sessions, interviews, mockups, etc.
  6. Conducts business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition and non-functional requirements definitions for assigned projects.
  7. Monitors progress, resolves problems and reports regularly to I&IT management and stakeholders.
  8. Develops performance measures and traceability matrices for business analysis evaluation and conducts follow-ups.
  9. Experience developing strategies, preparing business cases and cost-benefit analysis.
  10. Experience conducting requirements gathering, developing documentation, including presentations and briefing notes and conducting stakeholder engagement.
  11. Excellent analytical, problem-solving and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills.
  12. A team player with a track record for meeting deadlines.

Desirable Skills:

  1. Experience leading user engagement and discovery on projects involving multiple stakeholders and disciplines.
  2. Experience leading discovery on projects involving geospatial data and sensitive or confidential data.
  3. Experience with research to conduct a jurisdictional scan of data licensing practices as applied to parcel data and develop a report of findings.
  4. Knowledge and understanding of Information Management principles, concepts, policies and practices.
  5. Ability to translate business and data requirements into specifications sufficient for designing appropriate geospatial data products and technology solutions.
  6. Experience with a wide range of methods, tools and techniques for business analysis such as: business functional modelling, business event modelling, business process mapping.
  7. Experience in structured, object-oriented and agile methodologies for user requirement assessments.
  8. Experience developing performance measures for business analysis evaluation and subsequent follow-ups.
  9. Knowledge of public sector processes and regulations, especially within the.
  10. Experience working on projects involving government agencies or public services.
  11. Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards.
