The Department of Families is looking to fill the position of Business Analyst IT within the Disability Policy, Program and Legislation division. The Operations and Quality Assurance branch of the division provides a comprehensive continuum of adult disability services in accordance with The Adults Living with an Intellectual Disability Act, as well as a range of children disability and early intervention support services in Manitoba. The Branch also offers program and QA supports to the Provincial Protection and Investigations Unit to provide protection services to adults at risk of abuse or neglect.

Conditions of Employment:
- Must be legally entitled to work in Canada
- Must provide a satisfactory Criminal Record Check (including Vulnerable Sector Search).
- Must provide and maintain a satisfactory Child Abuse Registry Check, Prior Contact Check and Adult Abuse Registry Check.
- Must have valid full class 5 Manitoba Driver's Licence, or equivalent, and access to a vehicle for work purposes.
- Ability to travel within Winnipeg.
Qualifications:
Essential:
- Post-secondary education in the field of Computer Science, Applied Computer Science, Information Systems, or Business Analysis/Business Information and Technology. An equivalent combination of education/business analyst experience and training may be considered.
- Experience with business analysis engagements including analysing and defining problems and requirements, developing business cases and identifying strategic processes and technological solutions.
- Project management experience, including managing business process-improvement and/or change management projects using project management concepts.
- Experience working with interfaces between multiple computer systems (i.e. converting data, formats, back up processing production test systems and external file formatting).
- Experience in database report writing (i.e.. Crystal Reports, Microsoft SSRS, SQL).
- Excellent written communication skills with the ability to express ideas for a variety of audiences for the purpose of decision-making.
- Excellent verbal communication skills with the ability to present information to technical and non-technical audiences.
- Strong time-management and organizational skills, with the ability to work on competing assignments with tight deadlines.
- Advanced experience in MS Office suite (Word, Excel, Outlook, PowerPoint).
- Strong interpersonal skills with the ability to establish and maintain positive and effective working relationships with a wide variety of stakeholders.
Desired:
- Experience facilitating and delivering training sessions.
- Experience using Microsoft Access, Power BI, Sharepoint and Adobe Professionals.
Duties:
The Business Analyst IT provides substantive advice, guidance and analysis on the development, implementation, and evaluation of existing and new processes, practices, services and tools that translate program and service frameworks into deliverables for the Operations & Quality Assurance unit within the Disability Policy, Program and Legislation Division. They play significant and critical roles in defining, implementing, achieving, maintaining, and improving Branch and Divisional plans and objectives.
