Job summary

The Innovation, Privacy and Stewardship (IPS) Division is accountable for the Alberta Technology and Innovation Strategy; the protection of personal information and guidance around the ethical use of data; and the governance of Alberta Innovates and the Alberta Enterprise Corporation. Within the IPS division, the Enterprise Strategic Operations (ESO) Branch is accountable for enterprise IT reporting, project management, and IMT communications, training, and outreach. This includes enterprise services to promote the Ministry’s services and resources across the Government of Alberta (GoA), supporting the adoption of technology and innovation to deliver better, faster, and smarter services.
The Business Analysis team within the Project Services Unit supports Government of Alberta technology and service delivery initiatives by helping business areas define needs, document requirements, analyze processes, and evaluate solution options. The team works collaboratively with project teams, technical partners, and ministry stakeholders to improve clarity, reduce delivery risk, and support practical, user-focused outcomes.

Role Responsibilities

The ESO branch is looking for a Business Analyst (BA). Reporting to the Manager, Business Analysis, this position is responsible for discovering, synthesizing, and analyzing information from a variety of sources, including tools, processes, documentation, and stakeholders.
The Business Analyst supports business analysis activities by planning, coordinating, documenting, and analyzing business needs, requirements, processes, and solution options. Working with project teams, stakeholders, and senior business analysis resources, this role helps ensure business needs are clearly understood, documented, and translated into practical requirements and project deliverables.
The responsibilities of this role include:

  • Elicit, analyze, and document business requirements by engaging with stakeholders and identifying business needs.
  • Translate business requirements into functional specifications, user stories, and solution requirements.
  • Support business process analysis, workflow design, and continuous improvement initiatives to enhance service delivery and operational efficiency.
  • Develop business cases, evaluate solution options, and provide recommendations to support decision‑making.
  • Monitor and manage requirements throughout the project lifecycle to ensure alignment with business objectives and deliverables.
  • Analyze data from multiple sources and prepare reports, dashboards, and insights to support business and operational needs.
  • Participate in testing, implementation, and project support activities to ensure solutions meet business requirements and user expectations.

Qualifications

Requirements:

  • A university degree in a related field (e.g., Business, Information Technology, Computer Science), supplemented by at least one (1) year of related experience; or equivalent as described below.
  • Minimum one (1) year of experience in:
    • Business analysis methodologies, requirements documentation, process mapping, user stories, testing support, and stakeholder engagement.
    • Statistical analysis techniques and/or tools.
  • Experience using AI‑enabled productivity or analysis tools to support business analysis activities.
  • Knowledge of project management tools, processes and procedures.
  • Basic understanding of IMT standards, policies and best practices.
  • A cover letter clearly demonstrating relevant skills and competencies tailored to this position.

Equivalencies:

  • A related two-year diploma and a minimum of three (3) years of related experience; or
  • A related one-year certificate and a minimum of four (4) years of related experience; or
  • A minimum of five (5) years of related experience in lieu of formal education.

  • ECBA (Entry Certificate in Business Analysis)
  • CCBA (Certification of Capability in Business Analysis)
  • CBAP (Certified Business Analysis Professional)

Hours of Work: 7.25 hours daily / 36.25 weekly - Monday to Friday
