Position Summary
Reporting to the Vice President, Capital Program Budgeting and Planning VP, the Budgeting and Planning Director will oversee project budget development for major capital projects delivered by Infrastructure Ontario and provide senior level analysis and advice to external clients with respect to budget development and infrastructure portfolio planning.Along with providing direction and guidance to internal stakeholders with regards to government budgeting, reporting cycles, and approval processes as well as provide strategic advice to policy development and corporate initiatives.
What You Will Do
- Promote IO’s stakeholder engagement strategy by leading and liaising with stakeholders both internally and across the Ontario Public Service to advance the development and implementation of new and bespoke tools and templates for the purpose of financial and programmatic reporting.
- Manage and lead the integration and act as a conduit between departments on resource planning and annual workplans by applying best practices developed for the Capital Program to Commercial Projects and Development.
- Influence department as a lead contributor for a team of senior professionals responsible for providing oversight and managing the administration of budget development, budgeting methodology and practices and lead continuous improvement of budgeting processes for all clients across the Commercial Projects and Development programs.
- Lead budget development and provide budget related strategic advice and assistance to client/partner ministries in preparation of Treasury Board (TB) submissions and the Strategic Planning Process (SPP).
- Provide leadership in managing client relationships and provide strategic advice to IO senior leadership with regards to deliverables, internal IO processes and ad-hoc requests across the Commercial and Development programs
- Provide expert strategic advice to IO senior leadership on the selection and delivery of Commercial and Development projects.
- Partner with other areas of the organization to identify opportunities to gather key inputs, including vendor cost estimating and resource requirements.
- Lead the development and implementation of deliverables to support internal governance, board approval documents, and ad-hoc requests.

- Several years of related experience in a similar role within Public Sector Organizations
- Change management experience in an environment that is dynamic and constantly evolving.
- Ability to influence diverse internal and external stakeholders and the ability to drive organizational change.
- Experience working on large transformational projects as well as multiple complex projects simultaneously.
- Strong interpersonal, verbal and written communication skills including comfort and experience briefing executive management
- Excellent problem-solving skills and an ability to synthesize complex problems into issues that can be clearly communicated and resolved.
- Ability to prioritize competing demands in a dynamic, complex, fast-paced environment while being detail-oriented.
- Self-motivated and pro-active, with respect to both managing workload and professional development.
- In-depth knowledge of Ontario government budgeting, reporting cycles, approval processes and accounting practices.
