Job summary

The City of Barrie is seeking a Budget Analyst to support the Finance Department in preparing the operating budget, forecasts, and ten-year capital plan. You will analyze variances, provide insightful historical and future projections, and help ensure alignment with city financial policies.

This temporary full-time role requires municipal accounting experience, CPA designation progress, and strong Excel skills.

Qualifications

  • Four-year University Degree in Business Administration, Commerce, Economics or related discipline.
  • Advanced standing in CPA designation (CPA - CMA, CPA - CGA, CPA - CA).
  • Four years of accounting and financial analysis in a municipal environment.
  • Experience designing and using KPIs in a public sector environment.
  • Experience in a computerized financial environment.

Responsibilities

  • Assist with the management, preparation and presentation of the City's annual operating budget, forecasts and ten-year capital budget.
  • Monitor budget variances and provide historical and predictive analysis to senior Finance staff and department managers.
  • Contribute as a member of a collaborative team that supports financial policies and objectives.

Job Type: Temporary Full-time, up to 6 Months, Non-Union
Salary Range: $90,634.70 to $121,449.59per hour
The Opportunity

The Finance Department provides financial leadership, advice and support to the Corporation and assists with the delivery of Council’s Strategic plan through its four essential services: accounting services, corporate finance, procurement and revenue management. The department's main deliverables include the audited financial statements, coordinating the annual business plan and budget, treasury and debt management, procurement administration and support, property tax revenue management, and water and wastewater revenue management.

Under the general guidance and direction of the Manager of Business Planning and Budgets the Budget Analyst position assists with the management, preparation and presentation of the City's annual operating budget, forecasts, and ten-year capital budget. Specifically, this position monitors and provides historical and predictive analysis and advice to senior Finance staff and City Department managers concerning budget variances and other financial matters. Overall, this position plays an integral role in contributing as a member of a collaborative team that monitors, develops, and supports the City’s overall financial policies and objectives.

Education (degree/diploma/certifications)
  • Four (4) year University Degree in Business Administration, Commerce, Economics or a related discipline
  • Advanced standing in the completion of a professional accounting designation (CPA - CMA, CPA - CGA, CPA - CA)
  • Four (4) years of experience in accounting and financial analysis in a municipal environment.
  • Demonstrated experience designing and using Key Performance Indicators in a public sector environment
  • Demonstrated experience in a computerized financial environment
Knowledge/Skill/Ability
  • Working knowledge of Public Sector Accounting Board Standards and Principles
  • Working knowledge of the Municipal Performance Measurement Program (MPMP)
  • Demonstrated ability to interact effectively and courteously with all levels of staff and contacts in a political and community/client service environment
  • Demonstrated ability to communicate and present information to a wide range of internal and external contacts using the appropriate medium
  • Advanced interpersonal, organizational, analytical, planning, and project management skills.
  • Intermediate computer literacy utilizing of Microsoft Office suite, and advanced computer literacy of Microsoft Excel specifically
  • Availability to attend weekend/evening meetings and/or to work outside of designated normal hours per week

Hours:

The normal hours of work are 35hours per week; however, some non-standard hours may apply

Wage:

This is a temporary full-time non-union position with the following pay level and 2026 pay range:

  • Yearly Salary: $90,634.70 to $121,449.59
  • Hourly Pay Rate : $49.80to $66.73
