Job summary

The Province of Manitoba is seeking a Bilingual French Language Services Coordinator and Policy Analyst (PM2) in Winnipeg to lead French language services within the public body, supporting program improvements and policy development.

The role requires strong written and verbal French and English, project management, research, and analysis; you will work across agencies, engage with Francophone communities, and help ensure compliance with language policies.

Qualifications

• Post-secondary degree in Humanities, Social Sciences, or a related discipline with related work experience.
• High level of political acumen to navigate sensitive and confidential issues with tact and diplomacy.
• Strong analytical, problem-solving and decision-making skills.
• Strong written communication skills in French, including experience writing a variety of documents and reports for different audiences.
• Strong written communication skills in English, including experience writing a variety of documents and reports for different audiences.
• Strong verbal communication skills in French with the ability to effectively communicate with various audiences to present information formally and informally.

• Experience conducting research, analysis, and program evaluation.
• Experience applying project management principles and practices to manage and support a work plan or assigned projects while respecting deadlines.

• Strong interpersonal skills, with the ability to work in a team as well as establish and maintain strong working relationships with the public, stakeholders, government officials and staff at all levels.
• Knowledge of Manitoba’s Francophone community and the objectives of The Francophone Community Enhancement and Support Act, the French-Language Services Policy and the Active Offer concept.

Responsibilities

• Provide French Language Services (FLS) within the public body, supporting issue management and information coordination.
• Assist with policy development to respond to Francophone community needs.
• Contribute to continuous improvement of programs and their responsiveness to community needs.
