Job summary

Clearway is seeking a Bid & Proposal Manager in Canada to lead planning, development, and submission of major infrastructure proposals. You will work with executive leadership, estimating, operations, engineering, and external partners to present competitive, compliant submissions.

Reporting to the Vice-President, Alternative Procurement, you will oversee governance, schedules, and content, building strong client-focused proposals from opportunity to handover.

Qualifications

  • Bachelor’s degree in a related field and strong writing skills.
  • Experience leading complex infrastructure pursuits and proposals.
  • Knowledge of procurement processes and project lifecycles.
  • Ability to coordinate multidisciplinary teams and manage schedules.
  • Proven ability to communicate clearly with clients and leadership.

Responsibilities

  • Lead planning, development, and submission of RFEOIs, RFQs, RFPs, and tenders.
  • Coordinate multidisciplinary pursuit teams to deliver compliant submissions.
  • Develop and manage proposal content including executive summaries and narratives.
  • Ensure compliance with procurement requirements and value propositions.
  • Lead governance activities and kick-off meetings for proposals.
  • Manage document control, SharePoint spaces, and version history.
  • Prepare client interview materials and post-submission debriefs.

Summary:

The Bid & Proposal Manager is responsible for leading the planning, development, coordination, and submission of competitive proposals, qualifications, and tenders for major infrastructure and construction projects. This role manages the entire pursuit lifecycle—from opportunity identification and pursuit strategy through proposal development, submission, client interviews, and handover to operations.

Working closely with executive leadership, estimating, operations, engineering, business development, and external partners, the Bid & Proposal Manager ensures all submissions are compliant, strategically positioned, and clearly communicate the organization19s technical capabilities, value proposition, and competitive advantages.

The Bid & Proposal Manager will report directly to the Vice-President, Alternative Procurement.

Location: Clearway's Head Office – Maple, ON

Hours of Operations: 8:00 am to 5:00 pm

As a heavy civil contractor, Clearway19s workforce requirements can fluctuate with project schedules and anticipated contract awards. We are currently seeking skilled candidates to join our team and encourage qualified applicants to submit their application.

Essential Duties & Responsibilities:

  • Lead the planning, coordination, development, and submission of Requests for Expressions of Interest (RFEOIs), Requests for Qualifications (RFQs), Requests for Proposals (RFPs), tenders, and other business development pursuits from opportunity identification through contract award and project handover.
  • Review procurement documents, develop compliance matrices, identify submission requirements, evaluate risks and opportunities, and establish proposal strategies, schedules, and work plans.
  • Coordinate multidisciplinary pursuit teams, including Business Development, Estimating, Operations, Engineering, Finance, Legal, Marketing, executive leadership, joint venture partners, consultants, and subcontractors to deliver compliant, high-quality submissions.
  • Develop, write, edit, review, and manage proposal content, including executive summaries, technical narratives, project approaches, management plans, organizational structures, schedules, resumes, project experience, and interview materials.
  • Ensure all submissions comply with procurement requirements while effectively communicating Clearway's qualifications, technical capabilities, value proposition, and competitive advantages through clear, compelling, and client-focused proposals.
  • Lead proposal governance activities including kick-off meetings, progress reviews, executive reviews, quality assurance reviews, compliance verification, and submission readiness reviews.
  • Coordinate commercial, estimating, design, legal, and risk management inputs to ensure proposal commitments, assumptions, pricing strategies, and commercial terms are aligned and accurately represented throughout the submission.
  • Manage proposal document control, SharePoint workspaces, version control, templates, content libraries, historical project information, and submission records to ensure accuracy, consistency, traceability, and compliance.
  • Coordinate client interview preparation, presentation development, rehearsal sessions, and post-submission activities including client debriefs, win/loss analyses, lessons learned, and project handover to Operations.
  • Monitor proposal performance metrics, market trends, client procurement strategies, and competitor activity to support continuous improvement, business development initiatives, and strategic pursuit planning.
  • Develop, maintain, and continuously improve proposal processes, standards, templates, tools, knowledge databases, and best practices to enhance efficiency, proposal quality, and win rates.
  • Build and maintain strong working relationships with clients, partners, consultants, and internal stakeholders while supporting the organization19s business development, marketing, and strategic growth objectives.

Requirements:

  • Bachelor's degree in Engineering, Construction Management, Business, Communications, Marketing, or a related discipline.
  • Professional Engineer (P.Eng.) designation is considered an asset.
  • Minimum 7–10 years of progressively responsible experience in proposal management, engineering, construction, business development, or a related field.
  • Demonstrated experience leading complex infrastructure pursuits, including alternative delivery projects such as Design-Build, Progressive Design-Build, CMGC, Alliance, and P3 projects.
  • Thorough understanding of public procurement processes, construction delivery methods, and infrastructure project lifecycles.
  • Exceptional technical writing, editing, communication, and presentation skills.
  • Strong project management, organizational, and time management skills with the ability to manage multiple concurrent pursuits and tight deadlines.
  • Proven ability to lead multidisciplinary teams, coordinate stakeholders, and build collaborative working relationships.
  • Proficiency with Microsoft Office Suite, Adobe Acrobat, SharePoint, and document management systems.
  • Experience with proposal management software, CRM systems, and collaborative project management platforms is considered an asset.

Salary Range: $125,000 - $175,000 (CAD)
