Job summary

Clearway is seeking a Technical Manager to provide technical and design leadership across preconstruction pursuits and major projects. You will coordinate design, constructability, scheduling, and risk with multiple internal teams and external partners in a hybrid Ontario-based role.

The position reports to the Vice‑President, Alternative Procurement and requires travel across the Greater Toronto Area. Ontario licensure and a strong background in heavy civil infrastructure are essential.

Qualifications

  • Bachelor’s degree in Civil Engineering or related field.
  • P.Eng. licence in Ontario or eligibility to transfer.
  • 10+ years in heavy civil infrastructure and design management.
  • Experience with DB, PDB, CMAR, Alliance, CMGC, P3, or IPD.
  • Strong knowledge of sequencing, temporary works, utilities and constructability.
  • Excellent writing, communication, and leadership skills.

Responsibilities

  • Lead technical and design management for RFQs, RFPs, tenders, and major projects.
  • Coordinate design development with construction methodology and schedule.
  • Develop and review project schedules, phasing, and critical path.
  • Identify and manage technical risks and opportunities.
  • Provide mentorship and strengthen technical capability.

Job description

Summary

The Technical Manager provides technical and design leadership across Clearway’s preconstruction pursuits and major projects. The role integrates design, engineering, constructability, scheduling, temporary works, means and methods, risk, and proposal strategy to develop solutions that are safe, practical, compliant, competitive, and executable.

Working across the full pursuit and delivery lifecycle, the Technical Manager coordinates Clearway’s construction, estimating, scheduling, proposal, commercial, and operations teams with designers, consultants, subcontractors, suppliers, owners, and project partners. The position supports all Alternative Procurements and Major Projects, including DB, PDB, CMAR, Alliance, CMGC, P3, IPD, and other collaborative delivery models.

The Technical Manager will report directly to the Vice‑President, Alternative Procurement.

Location: Clearway's Head Office – Maple, ON (this role is open to hybrid opportunities, but must be Ontario based as visits to project sites and meetings across the Greater Toronto Area will be required)

Hours of Operations: 8:00 am to 5:00 pm

Essential Duties & Responsibilities
  • Lead technical and design management for RFQs, RFPs, tenders, preconstruction assignments, and active major projects across Clearway’s alternative delivery portfolio.
  • Review procurement and contract documents, drawings, specifications, geotechnical information, reference concepts, utility and environmental reports, and other technical inputs to identify requirements, interfaces, constraints, risks, and opportunities.
  • Establish and manage design schedules, deliverable matrices, responsibility matrices, comment logs, technical action trackers, design reviews, and submission controls.
  • Coordinate designers and technical partners to align design development with construction methodology, staging, schedule, budget, procurement strategy, commercial requirements, and contractual obligations.
  • Lead constructability reviews addressing sequencing, access, logistics, traffic staging, utilities, temporary works, shoring, excavation support, dewatering, bypass pumping, lifting, formwork, falsework, safety, and field execution.
  • Develop and validate value engineering and innovation opportunities that reduce cost, shorten schedule, improve safety or asset performance, simplify construction, or reduce delivery risk.
  • Work with estimating, scheduling, operations, project management, and field leadership to validate methodologies, quantities, production rates, durations, resources, temporary works, subcontractor solutions, and overall feasibility.
  • Develop and review pursuit and project schedules, phasing and sequencing plans, critical‑path logic, work windows, permitting and procurement dependencies, access plans, site logistics, utility relocation strategies, and recovery approaches.
  • Translate construction strategies into clear technical narratives, diagrams, process maps, staging plans, schedule visuals, responsibility matrices, and means‑and‑methods illustrations.
  • Lead or support proposal content covering project understanding, technical approach, design management, construction methodology, risk, quality, schedule, staging, logistics, sustainability, innovation, and value engineering.
  • Ensure technical responses are compliant, differentiated, coordinated, and consistent with the estimate, schedule, risk allocation, contractual requirements, and commercial strategy.
  • Participate in strategy sessions, technical and constructability workshops, proposal and red‑team reviews, interview preparation, presentations, and client‑facing discussions.
  • Identify and manage technical risks and opportunities involving design, geotechnical conditions, utilities, permits, environmental constraints, third parties, temporary works, schedule, and construction methodology.
  • Develop risk and opportunity registers, assumptions and exclusions, design issue logs, technical decision records, mitigation plans, and recommendations for escalation and resolution.
  • Confirm technical solutions address health and safety, quality, environmental obligations, applicable codes and standards, contractual requirements, and relevant owner and jurisdictional requirements.
  • Build productive relationships with clients, owners, designers, consultants, project partners, subcontractors, suppliers, utilities, municipalities, regulators, and other stakeholders.
  • Provide technical guidance and mentorship and strengthen Clearway’s technical capability through reusable content, graphics, checklists, templates, lessons learned, and design‑management processes.
Requirements
  • Bachelor’s degree in Civil Engineering or a closely related engineering discipline.
  • Current Professional Engineer (P.Eng.) licence in Ontario, or eligibility to transfer and obtain Ontario licensure promptly. P.Eng. is required.
  • Typically 10+ years of progressively responsible experience in heavy civil infrastructure, design management, technical management, construction, project delivery, preconstruction, or major‑project pursuits.
  • Experience with complex alternative delivery models such as DB, PDB, CMAR, Alliance, CMGC, P3, or IPD.
  • Strong knowledge of heavy civil construction sequencing, staging, temporary works, utilities, traffic management, access, constructability, field execution, and design coordination.
  • Experience with one or more of roads, bridges, transit, rail, water/wastewater, utilities, shoring, earthworks, concrete structures, or municipal infrastructure.
  • Ability to interpret drawings, specifications, schedules, geotechnical and design reports, procurement documents, and complex contractual requirements.
  • Excellent technical writing, presentation, communication, organization, leadership, commercial awareness, and problem‑solving skills.
  • Proficiency in Microsoft Office and Bluebeam. Experience with AutoCAD, Civil 3D, Revit/Navisworks, Primavera P6, Microsoft Project, or Adobe Illustrator/InDesign is an asset.
  • Project Management Professional (PMP) certification is an asset.
  • Ability to work in a hybrid and flexible environment and travel to project sites and meetings across the Greater Toronto Area and surrounding regions, as required.

Salary Range: $150,000 - $190,000 (CAD)
