Job summary

Niagara Region Mental Health is seeking an independent Behaviour Analyst to deliver Applied Behaviour Analysis services on a non-employment, contractor basis across Niagara Region, including home, community settings and offices.

The role involves conducting behavioural assessments, developing and implementing behaviour support plans, and providing written recommendations and consultations for clients with complex needs and co-occurring disorders. Travel within the region may be required.

Qualifications

• Master's degree in Psychology, Behavioural Science, Applied Behaviour Analysis, or a related field.
• Registration in good standing with the College of Psychologists and Behaviour Analysts of Ontario.
• Authorization to practise as a Behaviour Analyst in Ontario, where applicable.
• Experience conducting behavioural assessments and developing behaviour support plans.
• Knowledge and experience using Applied Behaviour Analysis principles.
• Experience supporting individuals with complex needs, including severe mental illness, homelessness, addictions, substance use, and/or co‑occurring disorders.
• Strong written and verbal communication skills.
• Ability to provide services in community, client home, supportive housing, office, and/or remote settings, as appropriate.
• Valid driver’s licence and access to transportation for travel within Niagara Region, where required.
• Professional liability insurance and any other contractor documentation required by Niagara Region.

• Provide written recommendations to support behavioural goals, skill development, risk mitigation, environmental strategies, and service planning.
• Time-limited review or update of behaviour support plans, where clinically appropriate.
• Documentation and service summaries related to completed assessments, plans, consultations, and deliverables.
• Collaborate with stakeholders and ensure compliance with regulatory requirements.

Behaviour Analyst Independent Contractor

Niagara Region is seeking an independent Behaviour Analyst service provider to deliver limited, specialized Applied Behaviour Analysis services for clients with complex behavioural needs, severe or chronic mental health concerns, homelessness-related needs, addictions, substance use concerns, and/or co-occurring disorders.

This is an independent contractor opportunity and is not an employment opportunity with Niagara Region.

Scope of Services

The selected service provider may be requested to provide:

• Behavioural assessments, including observation, behavioural data review, functional behaviour assessment, preference assessment, and interpretation of findings.
• Individualized behaviour support plans based on assessment findings and accepted Applied Behaviour Analysis principles.
• Behavioural consultation related to specific client referrals, assessment findings, and implementation of behaviour support plans.
• Written recommendations to support behavioural goals, skill development, risk mitigation, environmental strategies, and service planning.
• Time-limited review or update of behaviour support plans, where clinically appropriate.
• Documentation and service summaries related to completed assessments, plans, consultations, and deliverables.
• Services will be requested on a non-exclusive, as‑needed basis under written service requests that identify the applicable referral, deliverables, timelines, and approved fees or a maximum upset amount

Deliverables

Expected deliverables may include:

• Behavioural assessment summaries.
• Functional behaviour assessment findings, where applicable.
• Individualized behaviour support plans.
• Consultation summaries.
• Plan reviews or updates.

Anticipated Service Volume

The anticipated service volume is approximately up to 14 hours per week; however, non minimum volume of services, minimum payment, exclusivity, or guaranteed assignment. Services will be scheduled from time by mutual agreement based on referral needs, service requests, and service provider's availability.

The service provider will determine the manner, sequence, and timing of the services, subject to mutually agreed client appointment times, applicable client‑safety requirements, and the completion dates for agreed deliverables.

Any change to an approved volume or scope of services, fee arrangement, or deliverable would be subject to prior review and written authorization by the parties.

Contractor Status

The selected service provider will be engaged as an independent contractor through Niagara Region's procurement/contracting process. Except for controlled access to Niagara Region information, client records, premises, or systems where necessary, the service provider is responsible for their own business infrastructure, professional tools, equipment, administrative support, operating resources, and maintain their own insurance and professional requirements. This engagement is non-exclusive. The service provider shall remain free to market and provide services to other clients and may accept or decline proposed service requests, subject to terms of any accepted service request. applicable confidentiality, conflict‑of‑interest, privacy, and professional obligations.

The parties intend to create a contract for services and not an employment relationship. The service provider is responsible for all statutory remittances, income taxes, CPP contributions, Employment Insurance (EI) premiums (if applicable), Workplace Safety and Insurance Board (WSIB) obligations (if applicable), insurance, and other obligations arising from its business, subject to applicable law.
