About Us

The Public Service Commission (PSC) is government's human resources organization supporting departments, agencies, and employees to deliver programs and services to Nova Scotians. We are committed to building a collaborative and inclusive public service grounded in respect, integrity, diversity, accountability, and the public good.

The PSC establishes human resource policies, programs, standards, and procedures, and provides direction, advice, and support to departments to ensure consistent, effective application across government.

We are focused on the current and future needs of the provincial workforce to ensure the public service is equipped to meet the demands of a growing and changing province.

About Our Opportunity

Reporting to the Managing Director of Compensation, or Compensation Lead, the Associate Compensation Consultant supports compensation programs and services for the Province of Nova Scotia. The role works across key areas of compensation, including base pay, job evaluation, market research, costing, data analysis, pay adjustments, and client advice. Working independently on assigned matters and with guidance on more complex files, you will help deliver existing programs and support the development and implementation of new compensation strategies and solutions.

Primary Accountabilities

As the Associate Compensation Consultant, you will:

  • Conduct job evaluation by reviewing job documentation, analyzing responsibilities and relativities, applying established methodologies, preparing rationales, and maintaining accurate records.
  • Use Microsoft Excel to analyze, summarize, and cost compensation and workforce data that supports pay adjustments, new pay plans, or other proposals or recommendations for review or approval.
  • Conduct compensation market research, including custom surveys, external survey participation, market analysis, and preparation of findings to support evidence-based recommendations.
  • Develop presentation and briefing materials by analyzing issues, summarizing project work, preparing options, and documenting recommendations for review by senior staff.
  • Present analysis, findings, and recommendations to clients on assigned matters, including components of larger or more complex projects, with senior staff support.
  • Provide advice and guidance to clients on assigned compensation matters, including job documentation, job evaluation, compensation data, costing, and established policies and practices.
Qualifications And Experience

A university degree in a related discipline and three years' experience in compensation, Human Resources, or another analytical field is required. Direct compensation or job evaluation experience is preferred; however, candidates with strong analytical, human resources, policy, finance, labour relations, or related experience who can demonstrate transferable skills may be considered.

Role

The successful candidate will demonstrate the following competencies, recognizing that some compensation-specific knowledge may be developed through training and experience in the role:

  • Analytical Thinking and Data Analysis - Proficiency with Microsoft Excel to manipulate, analyze, summarize, and present compensation and workforce data; detect trends or discrepancies; draw conclusions; explain findings; and formulate recommendations.
  • Research / Information Seeking - Ability to gather and assess job, organizational, market, policy, and pay information to support job evaluation, costing, compensation analysis, and recommendations.
  • Judgement and Problem Solving - Ability to apply established compensation and job evaluation frameworks consistently, identify missing information or potential risks, and seek guidance or escalation when required.
  • Effective Interactive Communication - Ability to explain technical compensation information clearly and prepare concise written summaries, briefing materials, and client presentations.
  • Client Orientation - Ability to support client consultations and provide practical information and advice within established compensation policies, practices, and approved frameworks.
  • Initiative and Attention to Detail - Ability to manage assigned files and multiple priorities while maintaining accuracy, confidentiality, documentation, and follow-through.

A certification in the field of compensation, such as Certified Compensation Professional (CCP), experience with SAP HR, and direct experience working with job evaluation, market analysis, compensation costing, pay adjustments, or pay plan administration are considered assets.

Willingness to complete the Certified Compensation Professional (CCP) designation is required.

We will assess the above qualifications and competencies using one or more of the following: written and/or standardized tests, oral presentations, interview(s), and reference checks.

Equivalency

An equivalent combination of training, education, and experience may be considered in place of the university degree and three years' related experience. Applicants relying on equivalency must clearly demonstrate how their education, training, and experience meet the requirements of the position.

Equivalencies may include, but are not limited to, a related diploma or certificate combined with significant experience in compensation, human resources, classification, finance, labour relations, policy, or another analytical field. Direct experience working with job evaluation, market analysis, compensation costing, pay adjustments, or pay plan administration will be considered relevant.
