Job summary

Government of Nova Scotia’s Service Nova Scotia is seeking a Financial Analyst (Financial Services Officer 2) to perform complex financial reconciliations, reporting, and advisory support for budget and ministerial briefing books. You will work with SAP, ERP systems and Business Warehouse data to ensure accurate financials and timely regulatory submissions.

The role requires 3+ years of accounting training and 5+ years of related experience, with strong Excel skills and knowledge of Canada

About Our Opportunity

As the Financial Analyst (Financial Services Officer 2) and under the general direction of the Operational Accounting Coordinator, you will conduct accurate, timely, complex and in-depth financial reconciliations and reporting. In this critical role, you also provide expert business process advice, as well as options and recommendations to provincial government departments and agencies. In addition to this, you will research and monitor the processing of integrated pertinent vital financial data (salary, revenue, expenditure & balance sheet) to the Business Warehouse, which is critical to budgetary reporting and management decision making by the Advisory Services Teams of the province and used in the preparation of the Supplements to the Public Accounts and ministers’ briefing books. You also provide critical reconciliations, support and troubleshooting in the operations of complex financial systems, be up to date with general ledger and cost center master data changes, maintenance of specialized accounting records and reporting to the Canada Revenue Agency.

Primary Accountabilities
  • Independently analyzes, monitors and reconciles salaries and expenditures for government-wide departments and agencies, ensuring accuracy and integrity for the budgetary process, Public Accounts reporting and ministers' briefing books, while providing expert advice and support for financial reconciliations, SAP troubleshooting and system integrations
  • Performs monitoring and analysis of T4A, AGRI and T4E coding, ensuring compliance with provincial policies, Management Manual 200 and Canada Revenue Agency regulations; assists departments with policy interpretation and audits, balances, prints and distributes T4A, AGRI and T4E forms annually within federally mandated deadlines.
  • Reconciles departmental sub-systems to SAP, including Amanda, Registry of Motor Vehicles, ensuring accuracy through monitoring, Journal Vouchers and internal controls; ensures funds are accurately received, deposited and recorded in the general ledger of the Province of Nova Scotia, and liaises with the Canada Revenue Agency on irregularities, recoveries and regulatory changes.
  • Prepares financial reports, financial analysis and general ledger reconciliations for GST/HST rebates, submits timely Canada Revenue Agency claims for departments, agencies and entities, and monitors receivables to ensure funds are accurately received, deposited and recorded in the general ledger of the Province of Nova Scotia, while liaising with the Canada Revenue Agency on irregularities and regulatory changes.
  • Assists departments in the proper use of general ledger accounts to support accurate transaction posting and the Supplement to the Public Accounts
  • Performs monthly closure of the Asset Management Module, coordinating with the SAP technical group, reconciling general ledger accounts and posting amortization expenses; balances Asset Management and General Ledger reports for government-wide budget reporting and Finance & Treasury Board forecasts, and advises departments on corrective actions.
  • Represents Operational Accounting on committees for new and enhanced program delivery, and conducts research, analysis and production of reports in response to department inquiries, audit queries and special projects
  • Provides ad hoc financial analysis and reporting to ensure information is accurate, current and consistently reported government-wide.
Qualifications And Experience

To be considered for this opportunity, you hold a minimum of three (3) years of post-secondary professional accounting training, in addition to five (5) years of related experience. An equivalent combination of training and experience will be considered.

In addition, you are knowledgeable of financial policies and procedures and have an excellent understanding of the demands and requirements of a large and diverse group of clients. You are also effective at managing multiple priorities, are a team player, and have strong interpersonal and communication skills. You exercise sound judgment and apply critical thinking while maintaining confidentiality of sensitive information. Furthermore, you possess ERP experience/knowledge; and are proficient in Microsoft Excel.

Working Conditions

Normal work week is 35 hours/week, 7 hours/day.

Salary Range: $2,403.04 - $2,826.01 Bi-Weekly
