Job summary

The Health Employers Association of BC (HEABC) is seeking an Associate Clinical Director, PRA-BC to support a physician-assessment program. This part-time role (0.4 FTE minimum) is based in BC and reports to a Clinical Director, collaborating with PRA-BC operations leaders and a team of Associates.

Applicants should hold a Medical Degree with an active BC license, 3+ years of clinical experience, and familiarity with PRA-BC procedures.

Qualifications

• Medical Degree and unrestricted license with the College of Physicians and Surgeons of BC.
• Minimum of three years of clinical experience.
• Experience in medical administration, preferably in leadership.
• Familiarity with PRA-BC program and experience as an assessor is a plus.

• Coordinate quality assurance for Clinical Field Assessments (CFAs) including facilities and reports.
• Inform policies and procedures relating to CFAs, assessor training, candidate screening, and CFA evaluation tools.
• Develop and maintain partnerships with internal and external partners to meet PRA-BC mandate.
• Inform recommendations to the Steering Committee of key partners.

Job description

HEABC leads and supports the strategic planning related to human resources and labour relations on behalf of British Columbia’s publicly funded health employers. HEABC is responsible for negotiating provincial agreements for 138,000 unionized health care employees including nurses, physician residents, ambulance paramedics, health science professionals, and more.

PRA-BC is an assessment program for internationally educated physicians who completed residencies in family medicine outside of Canada and who have no alternative pathway to licensure in British Columbia. PRA-BC is administered by HEABC and is a collaborative venture between the College of Physicians and Surgeons of British Columbia, the Joint Standing Committee on Rural Issues comprised of representatives from the provincial government and Doctors of BC, the University of British Columbia Faculty of Medicine's Division of Continuing Professional Development, and regional health authorities. PRA-BC was established in 2015 and since its inception has successfully assessed 363 family physicians who have supported 78 communities across BC. PRA-BC is an important element in BC’s physician human resource recruitment strategy.

The Associate Clinical Director will work as part of a Clinical Leadership team supporting PRA-BC, reporting to a Clinical Director and working alongside a team of Associates. Together, and in collaboration with PRA-BC program operations leaders, staff and collaborating organizations, Associate Clinical Directors work to guide and support the delivery of key aspects of PRA-BC’s physician-assessment program.

HEABC is seeking a family physician to join the PRA-BC team, facilitated through a service contract model. The Associate Clinical Director contract is part-time with an anticipated minimum commitment of 0.4 FTE (60 hours a month); however, a range of FTE will be considered. The Associate Clinical Director, PRA-BC will live within the province of BC.

  • Confirming appropriate CFA facilities and supports for candidates are in place; and
  • Ensuring CFA assessment reports meet program requirements.

Required Knowledge And Experience

• Medical Degree and a minimum of three (3) years of clinical experience.
• Experience in medical administration, preferably in a leadership capacity.
• Familiarity with the PRA-BC program, preferably with experience as a PRA-BC Assessor.
• Hold an unrestricted license with the College of Physicians and Surgeons of British Columbia.
• Familiarity with the theories and principals of adult teaching, learning and assessment.
• Awareness of local and national context relevant to International Medical Graduate (IMG) practice readiness.
• Excellent communication skills, written and oral. Ability to conduct oral presentations to small and large audiences (both in person and virtual formats).
• Professional comportment, including discretion, confidentiality, and patience.
• High degree of accuracy and attention to detail required.
• Flexible/adaptable to change; able to work in a team environment.
• Intermediate knowledge of MS Office programs (e.g. MS Teams, Outlook Word, Excel) and other relevant software and online systems.
