Assistant Director, Financial Research & Analysis

The Department of Health and Social Services works under the direction of the Minister and Deputy Minister, in partnership with the Health and Social Services Authorities, to support the health and wellbeing of people across the NWT through planning, development, evaluation and reporting on program and service delivery.

Are you passionate about leading a diverse team in supporting financial research and analysis for the NWT Health & Social Services System?

Based in Yellowknife, Northwest Territories, the Assistant Director, Financial Research and Analysis reports to the Director of Finance, and provides direction and support to a team of financial analysts and advisors, who research, develop, monitor, analyze, evaluate, and advise on the financial resources for the health and social services system.

The Department of Health and Social Services (DHSS) is the largest, most broadly based department in the GNWT. DHSS is comprised of the Department, 3 Health and Social Service Authorities, and a number of contracted service providers. The system directly employs over 2,000 staff members in a wide range of employment categories and provides services to a population of approximately 41,000 residents. DHSS has an expenditure budget of over $704M, a capital budget of $62M, work-in-progress of $58M and assets with a net book value of $563M. DHSS also has projects on behalf of others of $124M received through approximately 20 different agreements with funding providers.

Management of the unit and its activities is achieved through the exercise of discretion and latitude in developing maintenance, monitoring, and evaluation strategies while recognizing that spending must comply with set financial legislation, policies and procedures. Inadequate and improper maintenance, monitoring, and evaluation of financial activities may result in inaccurate advice to senior management and Authorities/Agency which will have a negative impact on the efficient and effective delivery of health and social services programs and services.

The work is conducted through interactions with Departmental and Authority staff and senior management, other departments and central agency authorities. Regular communication is required with the Department of Finance.

The Assistant Director is frequently required to coordinate and/or collaborate on intra-departmental and inter-departmental projects and initiatives and is required to work on several tasks and projects simultaneously and respond to numerous inquiries and requests on a continual basis. The incumbent manages frequent requests for intense analytical work, tight deadlines, and imposed unexpected and competing demands.

This position is responsible for managing and exercising spending authority on a unit budget of approximately $1M.

Periodic travel to remote communities may be required.

Key Skills & Qualifications:

  • Effective leadership and management;
  • Strong written and verbal communication abilities;
  • Excellent strategic thinking, research and analytical skills;
  • Financial and accounting knowledge, particularly Generally Accepted Accounting Principles and Public Sector Accounting Standards.
  • Skilled in the application of accounting theories and principles in order to ensure compliance with GNWT legislation, regulations, policies and procedures.
  • Knowledge of databases, spread sheets, electronic mail, word-processing software and Internet search methods.
  • Political awareness and ability to operate in a complex environment, and
  • An undergraduate degree in a related field (which include: business, finance, economics, policy) and five (5) years of relevant experience including one (1) year supervisory or leading a team; or equivalencies can include:
    • A bachelor's degree in a related field (which include: business, finance, economics, or policy) and seven (7) years of relevant experience including one (1) year supervisory or leading a team; or
    • A diploma in a related field (which include: business, finance, economics, or policy) and nine (9) years of relevant experience including one (1) year supervisory or leading a team.
    • Relevant experience for this position includes Financial Research and Analysis.
