You will lead a division that is responsible for providing oversight of the Ministry's agencies' transit operations in collaboration with the Oversight and Agency Governance Division, while leading and providing oversight for all large capital projects related to transit and the municipal transit-related programs that the ministry funds in partnership with other jurisdictions.

The role provides leadership and overall executive direction to the strategic and long and short-term operational planning, priority setting for transit initiatives led by ministry's agencies. You will drive the development of strategies and policies that guide operational processes and procedures in alignment with legislation, regulations, and the ministry's mandate.

About the Job

The ADM, Transit reports to the Deputy Minister, Transportation and has the following primary responsibilities:
  • Lead strategic direction for the development of frameworks to deliver an integrated, connected multi-modal transportation system through provincial transit policy, programs, and services.
  • Provide direction to the development of agency, municipal and Indigenous funding programs, and oversee decision making and delivery of transit as well as other infrastructure investments.
  • Establish relationships, provide oversight, and ensure compliance with legislation, policies and directives by Metrolinx and Ontario Northland Transportation Commission.
  • Monitor and ensure agency activities and governance align with government priorities and objectives.
  • Develop collaborative partnerships with the federal government, municipal and Indigenous leaders, non-governmental organizations and the private sector.
  • Deliver capital projects for integrated, connected multi-modal transportation systems and promote and ensure compliance with government priorities and objectives.
  • Contribute to the development of policy decisions that support ministry and corporate goals.
  • Support the ministry's strategic agenda by fostering a collaborative culture and presenting options and solutions to business challenges.
  • Represent the ministry on committees, cross-ministry initiatives, and task forces to link services, program activities and initiatives within the division and across government.
  • Ensure partnering across government to implement proactive planning, enhanced policy capacity and alignment of policy, legislation, regulations, and communications.
  • Deliver executive level advice to the Deputy Minister on policy and planning matters and emerging issues affecting the Ministry and government mandate.
  • Lead a results-based culture for the division that is grounded in a model of inclusion, collaboration and respect.

  • You are an experienced leader with an ability to promote the enhanced integration of policy development among divisions, and alignment with relevant legislation, policies, and government priorities.
  • Proven capacity to coordinate policy issues, with clear accountabilities, to support achievement of the government's agenda.
  • The ability to provide sound strategic advice and briefs to the minister and deputy minister.
  • Experience leading change initiatives by developing, recommending and implementing effective operational processes.
  • The ability to manage senior management, managers, and operational staff and encourage creativity, innovation, and evidence-based decision-making.
Relationship Management and Political Acuity
  • You are a relationship builder and connector who builds partnerships with senior executives across government, industry, delegate/licensee organizations, non-government organizations and stakeholders.
  • Has executive experience dealing with highly visible, complex, and politically sensitive issues.
  • Demonstrates impeccable judgement, diplomacy, and tact as you navigate contentious situations.
  • Works collaboratively with colleagues and stakeholders to advance shared priorities.
  • Builds and manages relationships based on transparency, accountability, and trust.
