Project Overview
As part of the City's vision, the Enterprise Work Management System (EWMS) Program is a coordinated set of projects to transform work management by providing an integrated solution including tools, processes, workflow, and best practises on a common technology platform. Deployment of Maximo will enable the consolidation of work information and will enable the rationalization of legacy systems across the enterprise, to one integrated work management environment for the City. Maximo once deployed will reduce duplication; reduce dependencies on unsupported technologies and legacy platforms; establish a system of record for work and asset maintenance for all participating and future divisions; provide accessibility and improve the integrity of work and asset maintenance functions and data across City divisions.
Key Responsibilities
- Apply the process and outcome of thinking out and specifying the overall structure, logical components, and logical interrelationships of a computer, its operating system, a network, or other conception.
- Define the structure and relationship among applications, including identification of reusable components, quality level metrics, organization and layering of software, and determination of interfaces.
- Develop, implement and manage at least one cross-platform application in a large and distributed environment.
- Monitor the whole system, understand all interactions between components on a given level of abstraction, and define limitations and requirements for source code.
- Define interactions between application packages, databases, and middleware systems.
Qualifications & Requirements
REQUIRED
- Must be able to work 3 days onsite per week in Toronto
- 10+ years hands-on experience in software development, systems engineering, or a similar role along with extensive IT experience in a leadership capacity, gained in a complex technological environment, paired with post-secondary education in Information Technology, Computer Science, Engineering, Information Systems or Math (or an equivalent combination of education and experience), certifications.
- Experience in a technical advisory or consulting role preferably within utility industry documenting functional and technical designs, configuring applications to support client business processes and associated user stories across the work order life cycle.
- Extensive asset management application development and integration to ERP systems experience
- Leading major enterprise-wide Cloud transformations, with working knowledge of Cloud adoption, Infrastructure As Code (IaC) software-defined infrastructure and private and public Cloud systems
- Extensive knowledge & experience in IBM Maximo suite of applications related platform. Consistently refine the Maximo application's functionality, dependability, uptime, performance, eco-friendliness, and security, along with its databases and supplementary tools. Good to be a Maximo super-user
- Experience with stakeholder communication methodology or practises used to share new features, benefits or analysis, assessment etc.
- Experience with Maximo versions, specifically Maximo 7.6, and a working knowledge of Maximo 9.1. Must be proficient in working on upgrades and development in versions 7.6.1.2 and MAS 9.1. Competency in all Maximo modules and features, including but not limited to Work Order Management, Asset Management, Preventive and Corrective Maintenance, Configuration, Scripting, Report Development, and interfacing Maximo with other systems.
- Strong in process management and controls to minimize risks exposure.
- Strong interpersonal capabilities, including teamwork, facilitation, and negotiation skills. Along with exceptional analytical and technical aptitude. Outstanding planning and organizational abilities
- Excellent written & verbal communication skills (comfortable & confident communicating at all levels including business partners, leadership and vendors.
- Public Sector Experience: Must Have
- Experience in the development and implementation of application architectures at the specified experience level
- Extensive experience with at least two different computing platforms, operating systems, environments, database technologies, programming languages and communication protocols
- Experience with middleware and gateways
- Knowledge of performance considerations in different environments
- Experience in structured methodologies for the design, development and implementation of applications
- Extensive experience in systems analysis and design in large systems environments
- Experience in the use of development tools, Computer Aided Software Engineering (CASE) tools, information retrieval packages, and other software tools such as project management software and business re-engineering software
- Experience in the use of data and process modelling methodologies, techniques and tools, including a working knowledge of metadata structures, repository functions, and data dictionaries
- Experience in developing enterprise architecture deliverables (e.g. models)
- Awareness of emerging I&IT trends and directions
- Excellent analytical, problem-solving and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills
- A team player with a track record for meeting deadlines
NICE TO HAVE
- Knowledge and understanding of object-oriented analysis and design techniques
- Experience in developing enterprise architecture deliverables (e.g. models) based on Ontario Government Enterprise Architecture methodologies, processes and practice
- Knowledge and understanding of Information Management principles, concepts, policies and practices
- Experience designing detailed functional and technical requirements for new and existing business solutions
- Experience developing enterprise architecture deliverables (e.g. models and documentation)
- Experience leading multi-tier application infrastructure design, documentation and configuration for medium or large corporate implementations
- Experience designing, developing, implementing and maintaining large complex applications, workflow processes and dynamic forms
