Job summary

The City of Thompson seeks a Temp position candidate to administer and interpret regulatory by-laws, including animal control duties. You will investigate issues, gather information, and recommend changes to improve by-laws and enforcement practices.

Under the supervision of the Public Safety Manager and the Director of Recreation and Community Services, you will handle document preparation, reporting, and community safety activities while maintaining professional standards under pressure.

Qualifications

  • High School diploma; college degree preferred.
  • Experience or training in by-law enforcement or related fields is preferred.
  • Strong computer skills including MS Office; ability to produce reports.

Responsibilities

  • Respond to public enquiries and complaints regarding by-law issues in a timely and professional manner.
  • Administers, enforces and monitors all aspects of the City’s Animal Control By-Law.
  • Reviews parking tickets and issues documents for collection of fines; take action as necessary.
  • Prepares reports as requested by Supervisor and informs of significant issues.
  • Patrols community areas to monitor by-laws violations and addresses infractions.
  • Investigates complaints and collects evidence; issues warnings or offense notices as required.
  • Maintains vehicle and equipment; notifies owners of impounded animals and arranges release.
  • Maintains dog licences and updates related records.

Job description

Primary Function:

This Temp position ,Administers and interprets regulatory by-laws (ie. traffic, garbage, smoking, property standards, etc.). Investigates and provides information and recommends changes in matters relating to by‑laws. Administers, enforces and monitors all aspects of the City's Animal Control By-Law.

Public Safety Manager and the Director of Recreation and Community Services

Required Qualifications
  • High School graduate, University or college degree preferred.
  • Prior experience or training in a related field preferred (i.e. By-law enforcement, Vet assistant, Animal Health Tech, etc.)
  • Experience in the use of computers is required. Experience in the use of word processing, spread sheets and particularly the software applications of Microsoft Office Suite.
  • Must hold and maintain a valid Class 5 Manitoba driver's license.
  • Ability to meet tight schedules.
  • Ability to understand and effectively apply the principles and techniques of handling animals.
  • Knowledge of common breeds of dogs and cats.
  • Ability to investigate complaints and prepare clear, concise reports related to all aspects of Animal Control.
  • Excellent verbal and written communication skills and excellent public relations skills required.
  • Knowledge of and ability to interpret and apply City of Thompson rules, regulations and by‑laws consistently and tactfully is required.
  • Demonstrated ability to maintain professional manner under stressful public conditions and demonstrated ability to deal appropriately with complex situations.
  • Demonstrated knowledge of animal care including the ability to examine animals for any indication of disease, injury or infestation.
  • Ability to develop and present educational / awareness programs.
  • Ability to work a variety of shifts as scheduled (weekends, evenings).
  • Ability to acquire Animal Protection Officer designation under the Province of MB.
  • Physically and mentally capable of performing the tasks.
Working Procedure
  • Respond to public enquiries and complaints regarding by‑law issues in a timely, expedient and professional manner.
  • Administers, enforces and monitors all aspects of the City of Thompson Animal Control By-Law.
  • Reviews outstanding parking tickets and issues appropriate documents for collection of fines. Takes appropriate action if necessary.
  • Prepares reports as requested by Supervisor, as well as advising of any significant issues or incidents.
  • Patrol the community on a regular basis, monitoring infractions of by‑laws, rules & regulations, serve notices of infractions and take action to ensure that infractions are remedied.
  • Receives complaints and requests and takes appropriate action when required.
  • Conducts investigations and collects evidence related to By-law infractions and issues warnings or offense notices as required.
  • Ensures vehicle and equipment is maintained in good operating condition. Reports all pertinent maintenance requirements to the Supervisor.
  • Notifies owners of impounded animals and arranges for their release upon completion of established procedures.
  • Ensures annual renewal of all dog licences. Follows up on all licence warning notices and updates records as required.
  • Prepares all reports and stats related to daily work.
  • Captures animals running at large to ensure personal, public and animal safety.
  • Sets up and monitors traps as required.
  • Patrols neighbourhoods, parks and school grounds on a regular basis.
  • Maintains computerized record keeping systems of items related to daily work.
  • Assists with other by‑law enforcement personnel in carrying out work tasks as in periods of absence or as requested.
  • Other duties as assigned and as per job description.
  • Assists the City of Thompson in the journey towards Zero Harm through partnership with management in all aspects of Safe Operations as mandated by the Manitoba Workplace Safety and Health Act and its regulations.
