Job summary

Region of Peel is seeking an Advisor, Housing Innovation and Program Design in Brampton to lead long-term planning for housing and homelessness system priorities. The role drives strategic initiatives, coordinates multiple projects, and partners with internal and external stakeholders to improve service delivery.

The position requires post-secondary education in human services or related fields, at least five years of housing policy experience, and three years of leadership.

Qualifications

  • Criminal Record Check Level 1 is required.
  • Minimum of 5 years of experience in housing policy, program development, planning or strategy.
  • Strong knowledge of housing legislation, policies and programs.
  • Experience leading complex projects with multiple stakeholders.
  • Minimum of 3 years in leadership or supervisory roles.
  • Knowledge of public policy development and evidence-informed decision-making.

Status: Regular Full Time

Salary Range: Non Union; Salary Band J

Hiring Range: $120,401-$135,451 per annum, plus comprehensive benefits and vacation accrual

Work Mode: Hybrid; 2 On site days per week which can increase based on operational needs *see below for more details about this work mode.

Hours of work:35 Hours per week

Who we are: Housing Services leads service system planning and management of housing and homelessness programs and services with a view to policy and service integration. Helps improve these services through effective planning, based on local information and research about the needs of Peel's many different communities

Reports to: Manager, Housing System Performance

What you will do in this role:

The Advisor, Housing Innovation and Progrm Design manages the development and execution of the long-term planning for prioritized challenges and opportunities in the housing and homelessness system.

  • Lead the development, implementation, and evaluation of strategic initiatives, projects, and programs that address priority housing and homelessness challenges and opportunities.
  • Manage multiple concurrent projects and initiatives by establishing priorities, monitoring progress, coordinating resources, and ensuring alignment with divisional and departmental objectives.
  • Develop and oversee project plans, milestones, deliverables, and performance measures, while proactively identifying, mitigating, and escalating risks related to scope, budget, timelines, and outcomes.
  • Collaborate with internal divisions, corporate partners, external agencies, and community stakeholders to ensure integrated planning, coordinated service delivery, and successful project execution.
  • Influence operational and strategic planning activities to support the achievement of housing service goals and community outcomes.
  • Lead research, environmental scans, data analysis, and evidence-based assessments to identify emerging trends, opportunities, and innovative solutions that improve housing system performance.
  • Design, evaluate, and recommend innovative policies, programs, service models, and strategies that address affordable housing and homelessness challenges.
  • Provide expert advice and leadership in program design, policy development, performance measurement, and evidence-informed decision-making within Housing Services.
  • Develop and implement frameworks, processes, standards, tools, and best practices that strengthen program design, project management, and continuous improvement across the housing system.
  • Lead cross-functional, cross-divisional, and multi-stakeholder teams to advance strategic priorities and achieve program and project objectives.
  • Build organizational capacity by promoting awareness, knowledge sharing, and the adoption of evidence-informed program design practices and strategic directions.
  • Monitor legislative, policy, and sector developments at all levels of government and across the housing sector to identify issues, opportunities, and impacts on housing priorities.
  • Contribute to advocacy initiatives and policy positions by providing analysis, recommendations, and strategic input related to housing and homelessness issues.
  • Establish and maintain effective relationships with government partners, community organizations, industry representatives, innovation partners, and other key stakeholders to advance housing outcomes and facilitate information sharing.
  • Represent Housing Services on public policy, program development, strategic planning, and intergovernmental initiatives, committees, working groups, task forces, and special projects.
  • Prepare and present reports, briefing notes, position papers, business cases, presentations, and recommendations for senior leadership, Regional Council, boards, committees, government representatives, and other stakeholders.
  • Provide regular status updates, performance reporting, and strategic advice to senior management, departmental leadership teams, committees, and stakeholders.
  • Supervise, coach, mentor, and evaluate assigned staff, including responsibility for recruitment, performance management, professional development, work assignment, and employee engagement.
  • Maintain current knowledge of leading practices, research, innovations, and emerging trends in housing, homelessness, program design, and service delivery through ongoing professional development and stakeholder engagement.

What the role requires:

  • A satisfactory Level 1 Criminal Record Check obtained directly from a police station (third-party background checks will not be accepted).

  • Post-secondary education in Human Services, Political Studies, Public Policy, or a related field, combined with a minimum of 5 years of experience in housing policy, program development, planning, or strategy.

  • Strong knowledge of housing legislation, policies, and programs, including the Housing Services Act, Residential Tenancies Act, and Ontario's community housing framework.

  • Experience developing and implementing strategies, plans, programs, and initiatives that support organizational and community objectives.

  • Proven experience leading complex projects and programs involving multiple stakeholders, using project management and process improvement methodologies.

  • Minimum 3 years of leadership and/or supervisory experience, including coaching, mentoring, and supporting staff performance and development.
