Are you looking for an exciting opportunity to put your skills to use for an office dedicated to protecting the information access and privacy rights of Albertans? If so, come join our Adjudication team!

When the OIPC receives a request for review or a complaint relating to a public body, organization or custodian, it moves through various phases in the office, including intake, mediation, and adjudication. This role supports the adjudication stage, in which an inquiry is conducted, ending in an order.

Reporting to the Director of Adjudication, this position forms part of a team that works to ensure that the inquiry proceedings are conducted appropriately and efficiently. Through the exercise of sound knowledge of the Acts and the Commissioner’s obligations, strong relationship and leadership skills, and effective problem-solving and communication skills, this position supports the adjudication team by managing the procedural aspects of the inquiry process and helps the public to understand and exercise their rights under the Acts.

This position requires knowledge and training with respect to the FOIP Act, AIA, PPA, HIA, and PIPA, and in the interpretation and application of legislation; familiarity with administrative law concepts applicable to the exercise of statutory decision-making authority; solid organizational/ analytical skills; and well-developed communication, interpersonal and customer service skills. The position must be able to identify and respond to routine and non-routine situations that arise in the course of the inquiry process.

This position is the primary contact between the Commissioner or adjudicators, and parties to an inquiry, and acts as a gatekeeper to ensure the integrity of the inquiry file and process. The primary responsibilities of this position include managing the proper administration of inquiries; and liaising with internal and external parties in accordance with the processes and timelines set out in the legislation, as well as with the OIPC policies and procedures. This position is responsible for initiating the inquiry process, answering questions from parties regarding the inquiry process, receiving submissions and ensuring their compliance with OIPC processes, making decisions about procedural matters such as time extensions, and identifying key issues and potential problems to adjudicators and the Commissioner.

This position also provides support to adjudicators by communicating with parties as required, and proofreading, formatting and distributing orders and decisions.

To be successful in this role you must have the following:

  • Knowledge of the principles of natural justice and administrative fairness.
  • Knowledge of the FOIP Act, AIA, PPA, HIA, PIPA and the OIPC and its processes.
  • Ability to apply legislation, policy and procedure.
  • Ability to identify and assess issues and make decisions within deadline
  • Ability to take the initiative and work effectively in an environment with a high volume of work and timelines.
  • Ability to set priorities and apply methods, processes and procedures to manage a large caseload.
  • Meticulous attention to detail with excellent organizational skills.
  • Ability to handle sensitive and confidential material with utmost discretion and attention to privacy.
  • Strong written and verbal communication skills.
  • Ability to communicate in an effective, accurate and timely manner about legislation, regulations, policies and procedures.
  • Ability to work effectively with a variety of people, including adjudicators, inquiry participants, colleagues and OIPC legal counsel.
  • Ability to work independently while consulting and sharing information with colleagues in a variety of team settings.

Qualifications

University degree in a related field (i.e., legal, political science, business or public administration) combined with 4 years of relevant experience in a legal, regulatory, judicial or quasi-judicial setting. Equivalencies will be considered.

Preference will be given to applicants with the following:

  • Legal training
  • Previous experience in a registrar-related role for an independent commission, board, agency, administrative tribunal or the courts.
  • Previous experience responding to questions and providing information to the public about administrative, regulatory or legal processes.
  • Experience applying the principles of administrative fairness and natural justice.
  • Experience regularly interpreting and applying Alberta’s access-to-information and privacy legislation.
