Main Purpose and Function

The Accounting and Tax Analyst is part of the Accounting Operations team, responsible for ensuring the City's financial transactions comply with federal, provincial, and municipal tax laws. This includes applying GST/HST, PST, Non-Resident Tax, and other relevant legislation. The role involves complex municipal accounting and taxation work, requiring advanced research and application skills.

Specific Duties and Responsibilities
  • Develop and implement policies for accurate application of commodity taxes like GST/HST and PST.
  • Provide guidance and training on commodity taxes for complex transactions.
  • Prepare memos and documents on complex tax issues for senior management.
  • Review legal contracts and interpret tax clauses to ensure compliance.
  • Design and perform transactional audits for compliance.
  • Self-assess GST/HST/PST where appropriate.
  • Manage remittance of Non-Resident Withholding Tax and Translink Parking Tax.
  • Research complex tax issues and stay updated on legislation.
  • Prepare and submit tax filings and remittances.
  • Track information for T4A filings with CRA.
  • Prepare complex accounting entries and audit documentation.
  • Assist in year-end reporting and respond to FOI requests.
  • Organize training on tax legislation for business units.
  • Perform other duties as assigned.

Requirements include experience with tax research tools, working knowledge of SAP or similar systems, and expertise in complex fund accounting, financial reporting under PSAB, and tax legislation.

Skills required include analytical abilities, negotiation, risk evaluation, strong communication, organizational skills, and the capacity to work independently and in teams.

The City’s COVID-19 vaccination policy is currently suspended. Should circumstances change, proof of vaccination may be required.
