The Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontario’s capital markets in accordance with the provincial Securities Act and the Commodity Futures Act. Its mandate is to protect investors from unfair, improper, or fraudulent practices, foster fair, efficient, and competitive capital markets, and contribute to financial stability and systemic risk reduction. This is achieved through policy, operational, and enforcement activities, with contributions to national and global securities regulation development.

The Registration, Inspections & Examinations (RIE) Branch is seeking an Accountant II to join our team. RIE oversees crypto-asset trading platforms, dealers, advisers, and investment fund managers, ensuring public confidence in securities investments. Using a risk-based approach, RIE handles registration and compliance reviews of registered firms and oversees market infrastructure entities, including marketplaces, SROs, and clearing agencies. The branch comprises multidisciplinary teams including professionals (accountants and lawyers), registration officers, and support staff.

Responsibilities include:

  • Conducting compliance reviews of registered firms and entities to ensure adherence to Ontario securities laws that protect investors and maintain market confidence.
  • Preparing formal reports on non-compliance issues and internal control weaknesses, collaborating with firms and entities to determine corrective actions, and evaluating the appropriateness of these actions.
  • Engaging with registered firms and stakeholders to find practical solutions to compliance issues and recommending further regulatory measures when necessary.
  • Adapting regulatory principles to emerging industry trends and issues.

Qualifications:

We seek a candidate with an inquisitive mindset and a passion for capital markets, possessing:

  • Membership in good standing with CPA Ontario.
  • 3-5 years of post-CPA audit and assurance experience, preferably in securities, capital markets, investment management, or financial services.
  • Creativity, results-oriented approach, and clear, concise communication skills.
  • Ability to build collaborative relationships and engage with stakeholders.
  • Skill in balancing regulatory objectives with practical business considerations.
