Responsibilities
PRIMARY PURPOSE
Provides project management and asset management expertise. Supports the development, implementation and continual improvement of asset management practices at TransLink owned or leased and Contracted Services operated facilities. Monitors contract service providers in alignment and collaboration with TransLink’s Capital Asset Management, TransLink Planning, CMBC Asset Management, and CMBC Access Transit Service Delivery team and strategies.
Key Accountabilities
Leads asset management practices for TransLink owned or leased and Contracted Services operated facilities:
- Develops the asset inventory for TransLink owned and contract operated facilities and ensures it is maintained within contractor’s asset management database, in alignment with divisional asset management standards.
- Conducts infrastructure asset condition assessments to determine asset condition scoring and remaining asset life and develops long term capital renewal programs and operational maintenance plans.
- Manages consultants or contractors, when required, for specialized investigations or assessments.
- Forecasts, plans, initiates, and manages all aspects of contract facilities asset renewal programs and ensures integration into TransLink’s Capital Plan. Integrates technology upgrade, expansion, and other projects into the capital plan in coordination with TransLink Planning.
- Develops internal processes to check asset records for completeness and accuracy and manages the handover of assets at the completion of contracts.
Acts As The Technical Liaison During The Planning, Delivery And Closeout Of Capital Projects For TransLink Owned Or Leased And Contracted Services Operated Facilities
- Defining project scopes in collaboration with the TransLink project manager, reviewing business cases and work plans, determining budget/resources, developing the project schedule, considering impacts to operations, participating in RFP and/or contract evaluations, reviewing drawings and submittals, and generally ensuring TransLink project delivery standards are met.
- Develops and maintains a respectful and productive relationship with all stakeholders. Coordinates internal resources and third-party suppliers, including contract service providers, for the flawless execution of the project.
- Ensures risk mitigation for assigned projects on behalf of CMBC, including risk identification, assessment, and analysis. Supports and advises sponsors, management and project managers to register, prioritize, monitor, proactively control and mitigate project risks according to defined policies, procedures, standards and guidelines.
- Manages project documentation, databases and standards, including performing control checks at closeout and handover of project to ensure asset inventory, drawing, O&M, and warranty documentation is received.
- Liaises with suppliers to ensure that all recoverable costs are received during warranty period.
Supports CMBC Access Transit Service Delivery To Ensure That TransLink’s Contract Service Providers Adhere To The Terms And Conditions Of Their Annual Operating Agreements
- Schedules and conducts on-site inspections to check and record the condition of the facilities and quality of the facility maintenance work (i.e. mechanical and structural condition, physical appearance, cleanliness and condition, etc.).
- Monitors preventative maintenance programs and associated costs using computer software programs, determining trends, and estimating annual operating costs to assists the Program Manager, Service Contracts with developing contract services budgets.
- Liaises with contract service providers to incorporate input, and determine training, as required, to ensure continuous improvement of asset management knowledge and delivery of asset management and preventive maintenance activities.
- Prepares reports and letters related to inspection, technical, training and budget information on an ongoing basis.
Qualifications
EDUCATION AND EXPERIENCE
The competencies for this position would be acquired through completion of university degree in Engineering or Business and a PMP certification or working towards the completion of a PMP certification, plus six (6) years of relevant experience in a related industry (transportation, municipal, provincial government), including exposure to and detailed knowledge of maintenance systems, facilities management, and life cycle costing. A similar combination of skills and experience will be considered.
Other Requirements
Requires a class 5 BC driver’s license.
Advanced knowledge of the principles, theories, concepts and practices of project management.
Advanced interpersonal skills to build and maintain relationships with multiple internal and external stakeholders.
Advanced analytical thinking and problem-solving skills, to resolve critical and high impact issues.
Advanced financial acumen to allow for effective planning, management, and expenditure of operational and capital costs.
Advanced time management and organization skills to balance and coordinate effort across multiple, concurrent activities.
Advanced verbal and written communication skills.
Solid technical skills in business, asset management, and project management computer applications and databases.
Solid negotiation skills as they pertain to contracts, multi-party agreements and conflict resolution.
Strong supervisory skills with demonstrable experience supervising union and non-union employees in a contract environment.
PMP certification, Facilities Management certification, and/or Asset Management Planning certification would be an asset.
Other Information
Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

37.5 hours per week.

This position offers the flexibility of working both on-site and remotely within B.C.
Rate of Pay
The salary for this position ranges from $97,600 - $146,400 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
